Revisions to State Board of Education Rules relating to Articulation
Following an extensive revision process led by the Articulation Coordinating Committee, the State Board
of Education has adopted revisions to several 6A-10 rules within the Florida Administrative Code. The
rule revisions were adopted by the State Board of Education at its October 18, 2005, meeting and have
varying effective dates.
The 6A-10 rules that have application for the State University System (marked with an * below) were
also adopted via resolution by the Board of Governors on November 17, 2005. You may view the Board

Summary:
This rule is intended to preserve current articulation policies in Florida.
Revisions have been proposed to clarify current policy, update or delete obsolete
language, and revise language to reflect changes in education governance relating to
the school code rewrite and constitutional amendments.
General

Adds the word “Among” to the title of the rule to reflect transfer among

institutions in the same sector.

Provides a statement of intent regarding articulation in Florida.

Replaces state university “president” with “Board of Trustees” to reflect

governance change.

Articulation Coordinating Committee

Updates the membership positions of the Articulation Coordinating Committee
(ACC), the length of terms (2 years), and the entities which members represent.
Also, provides specifically for the appointment of the chair by the
Commissioner of Education and the requirements for a quorum.

Deletes the function of the ACC relating to cooperative plans and articulation
accountability measures. Articulation measures are included in the overall
accountability process.

Clarifies that the ACC will make recommendations regarding this rule to the
State Board of Education (SBE) and the Board of Governors (BOG).

Adds in the statement that the ACC will “examine statewide data regarding
articulation” prior to recommending resolution of issues or policy changes.

program as it relates to Section 1007.23, Florida Statutes, and adds a statement to
clarify the current policy that admission to the student’s preferred institution or
program is not guaranteed.

Provides a clear definition of what comprises an Associate in Science degree
program.

Clarifies language relating to the transfer of “D” grades between public
institutions.

Stipulates that the 60 hours of the Associate in Arts degree shall be accepted in
total upon transfer to an upper-division program at another postsecondary
institution.

Defines requirements and standards related to Gordon Rule and CLAST as those
adopted by the SBE and the BOG.
Associate in Science Degree

Clarifies language relating to the minimum semester hours required for
awarding of the AS degree and completion of the general education component

Purpose and Effect:
Adoption of the rule revisions by both the State Board of
Education and the Board of Governors has eliminated the burden of “counting words” for
institutions and will ease student transfer across institutions while maintaining high
standards for the completion of the general education requirements.

Adds the Board of Governors as an entity that may adopt assessments.
?
Moves definition of “successful completion” of coursework from (2)(b) up to the
first paragraph to clarify that it applies to all courses in the rule.
?
Adds the term “college” to include former community colleges that now offer
baccalaureate degrees.
?
Changes the number of semester hours in English from 12 to six semester hours
of English and six semester hours of additional course work in which the student
must demonstrate writing skills. In addition, language was added to clarify that
writing skills should be “college-level.”

The word count (24,000 total) was eliminated and language was added to require
that competencies be demonstrated through multiple assignments.

New language was added to codify current practice -- institutions designate the
courses that fulfill the general education writing requirement and submit those
