Some tested benchmarks may be deleted or changed at each grade. An analysis of the number of deleted or changed benchmarks will be necessary to
determine if changes will impact the validity of the test. A limited number of deletions spread across the standards may allow a “tweaking” of the test
design and continuation of the current FCAT.

Revisions/deletions are significant enough that a new generation FCAT will be required. This would require new Test Item Specifications, new Test
Design, new baseline scale, new achievement level and graduation standard setting, new developmental scale, and new accountability measures (A+
and AYP).
