SUCCEED, Florida! Crucial Professionals/Critical Jobs for 2006
 
The State Board of Education has included $31 million for SUCCEED, Florida! grants in its
2006 – 2007 Legislative Budget Request. This requested appropriation will provide grants to
school district technical centers, community colleges, and non-public postsecondary institutions
to fund some or all of the costs associated with the creation or expansion of postsecondary
workforce programs that serve critical workforce needs. This initiative will assist in achieving
the Department of Education’s Strategic Imperative 6: Align Workforce Education Programs
with Skill Requirements of the New Economy.
 
In order to provide needed information to the Legislature, we are issuing the enclosed Request
for Concept Paper. Projects detailed in a concept paper should focus on one or more of the
following:
 
 
Training people to enter high-skill, high-wage or high-demand (high-demand as
identified by local labor market needs) occupations

Programs that provide competency-based teacher training for baccalaureate degree
holders
 
Programs in allied health or nursing
 
Programs that train for occupations within Enterprise Florida’s key economic
development sectors
 
Programs that train in targeted occupations to improve economic development in
Florida’s rural counties
 
If funds were received in 2005 – 2006 through a SUCCEED, Florida! grant or a Jobs for
Florida’s Future grant, a concept paper may also be submitted for a continuation grant.
 
Enclosed are the Request for Concept Paper, a Project Summary Form, and Projected
Enrollments, Performances, and Expenditures Charts. An eligible Florida institution may submit
up to five (5) concept papers, including requests for continuation funding of a prior year’s
SUCCEED, Florida! or Jobs for Florida’s Future grant. The concept papers must be prioritized
with the institution’s top priority being number one. The total request for all projects from an
eligible Florida institution should not exceed $1,000,000.
 
Concept papers and required excel spreadsheets are due to the Department of Education,
Division of Community Colleges and Workforce Education, by Wednesday, February 8, 2006.

Purpose
The Legislature recognizes the need for technical centers and colleges to
respond to emerging local or statewide economic development needs are
critical to Florida’s economy. The
SUCCEED, Florida! Crucial
Professionals/Critical Jobs
was created to provide grants to public and
private schools and colleges to fund some or all of the costs associated
with the
creation or the expansion of programs that serve specific
employment workforce needs.
Funds awarded for these grants may be used for instructional equipment,
laboratory equipment, supplies, personnel, student services, or other non-
recurring expenses associated with the creation or expansion of a
program. Expansion of a program may include either the expansion of
enrollments in a program or expansion into new areas of specialization
within a program.
Funds for this grant have been requested in the 2006 - 2007 Department
of Education Legislative Budget Request.
Applications from public and private schools and community colleges
shall contain projected enrollments and projected costs per unit for the
new or expanded program.
 
If funds were received in 2005 – 2006 through a SUCCEED, Florida!
grant or a Jobs for Florida’s Future grant, a concept paper may be
submitted for a continuation grant.
 
Projects will focus on one or more of the following:
