MEMORANDUM
TO:
District School Superintendents
FROM:
Cheri Pierson Yecke, Ph.D.
DATE:
December 9, 2005
SUBJECT:
Title I Schools in Corrective Action
We would like to take this opportunity to remind you of a valuable resource available to school
districts. The No Child Left Behind Regional Technical Assistance Centers (RTACs) were
established to assist the Department with school improvement, parental involvement,
professional development, and continuous improvement activities to ultimately improve student
rates of learning. The Centers are responsible for assisting districts and schools, especially those
schools with the greatest need for improvement, to fully implement the requirements of Titles I,
III, and X of the No Child Left Behind Act.
These Centers, serving as an arm of the Florida Department of Education, will be working with
district School Improvement and Title I Coordinators to augment assistance already in place in
the district for Year 3 Schools in Need of Improvement/Corrective Action. This collaboration is
designed to assist both schools and districts in improving student achievement in our lowest
performing schools.

Assistance will be tailored to meet the specific needs of each district in alignment with a NCLB
Corrective Action Plan that has been developed by the Department. This Plan includes the roles
and responsibilities noted below and the related goals, objectives, strategies, anticipated
outcomes, and protocols for this system of intensive and sustained support to be provided by the
NCLB Regional Technical Assistance Centers
.
Dedicated staff at each NCLB Regional Technical Assistance Center will:
1.
Become an "expert" on the schools in their region(s) that are in Corrective Action.
2.
Serve as the regional facilitator for the district with schools in Corrective Action.
3.
Serve as the point person for the schools in Corrective Action.
4.
Provide technical assistance to districts and their schools in Corrective Action.
5.
Identify barriers to implementation/improvement.
In the near future, School Improvement and Title I Coordinators will be contacted by Center staff
to schedule a meeting regarding this endeavor. We would also like to encourage you and your
staff to contact the Center for your Region to determine how they may provide additional
technical assistance in implementing Titles I, III, and X of No Child Left Behind. The contact
