Carryforward Funds for the Comprehensive K-12 Reading Plans
The purpose of this communication is to provide guidance regarding the carryforward of funding
appropriated for the Comprehensive K-12 Reading Plans.
Within the 2005-06 Florida Education Finance Program (FEFP) appropriation, the Florida Legislature
provided $89 million to fund a K-12 comprehensive, district-wide system of research-based reading
instruction. As a component of the FEFP, this allocation is distributed bi-monthly in equal payments
throughout the year. Distributions begin after approval of the district’s plan by the Just Read, Florida!
Office. The entire allocation for each district is disbursed by the end of the fiscal year. Any portion of
these funds not utilized in the current year for the specified purpose will remain with the school district.
These unused funds should be carried forward and made available for expenditure in the next fiscal year.
Amounts carried forward should be reported in the budget addendum to the plan submitted to the Just
Read, Florida! Office.
As required for any carryforward, the funds should be used only for the purposes specified in the original

allocation. District reading contacts may determine the amount of funds carried forward by contacting the

district finance officer.
