District Guide for Meeting the Needs of Students
In the Department of Education’s continued effort to improve student rates of learning and
provide the necessary supports for students with disabilities, please find attached a copy of the
District Guide for Meeting the Needs of Students. This document is a revision of Meeting the
Needs of Students, published by the Department in 1992, and is written to provide an overview
of the requirements and benefits of Section 504 of the Rehabilitation Act of 1973. It is intended
to be a useful resource for school district and school based administrators in complying with the
federal and state laws and regulations focusing on the education of students with disabilities.
Copies of this guide will be sent to your district 504 contacts to be distributed to each school.
This will provide an opportunity for district specific information and training to occur.
Additional copies will be sent to your Student Services and Exceptional Student Education
director(s).
Districts are encouraged to assist school based administrators and teachers in
understanding and complying with the requirements of this federal legislation. Questions
