Colleges Expenditure Report Summary and Usage Report Summary
To assist the Florida Department of Education in meeting its imperative of Aligning Financial
Resources with Performance, it is important that the Community College System account for and
allocate resources used to improve student and institutional performance.
Attached are updated 2004-2005 system-wide summaries of both the Dr. Philip Benjamin
Matching Program Expenditure Report and the Usage Report for State Appropriated Funds. The
updated data was supplied after Memorandum Number 05-30 was distributed by paperless
communication. Please replace Memorandum Number 05-30 with this memo.
The Expenditure Report indicates that in Fiscal Year 2004-2005, we provided 21,791 financial
aid awards to students through our matching programs, representing approximately $20.1
million. Matching funds provided a 71% increase in financial aid over 2003-2004 for
community college students. Part-time students received 6,524 or 30% of the total financial aid
awards.

Our matching programs provide financial aid to students for a variety of reasons which include
need-based aid, merit-based aid, fine arts and cultural awards, athletics, public service, awards to
disabled students, and awards for other specific academic programs such as nursing.
Helping economically disadvantaged students was also a significant use of funds. The colleges
provided 13,830 awards to students based on some identified criteria of financial need (need-
based only). The total of “need-based only” awards represents 63.5% of the total 21,791 full-
time and part-time financial aid awards. The number of “need-based only” awards for part-time
students was 4,351. Sixty-seven percent (67%) of the total awards to part-time students (6,524)
were made on the basis of financial need.
A total of $50.8 million was appropriated in 2004-2005 for the Dr. Philip Benjamin Matching
Program. The scholarship portion of the appropriation totaled $40.3 million and the other
eligible uses portion totaled $10.5 million.
The Usage Report for State Appropriations indicated that the foundations used $46.8 million
(92.2%) of the $50.8 million appropriated for 2004-2005. Of the total scholarship funds used,
34.1% was expended for scholarships and 65.9% was endowed. Of the total funds for other
eligible uses, 14.1% was expended for equipment, 34.0% for endowed chairs, 1.2% for
scholarships, and 50.7% for other.
This information provides solid evidence of the importance of our matching programs. We help
all kinds of students through these programs, and most importantly, the financial aid oppor-
tunities provided are tailored to the individual needs and situations of our local communities.

Brevard
Scholarship awards based on donor criteria.
Broward
Scholarship awards represent scholarships matched during FY 2004-2005. Scholarship criteria includes but is not limited to students
with disabilities, specific area of study, academic excellence, health science students, emergency situations and financial need.
Central Florida
Awards made to students to assist with payment of tuition, books, fees, supplies necessary expenses to attend an institution of higher
education.
Chipola
No state appropriation from 2004-2005 was expended by June 30, 2005. Some funding will fund scholarships for the 2005-2006 school
year.
Daytona Beach
Scholarships and student financial assistance.
Edison
Edison College expends 5% of the market value of the total scholarship fund each year. This number is inclusive of private funds,
matching funds and interest rolled into one figure. There is only on gift of $20,000 that is fully expended with the match each year,
otherwise all matching funds are endowed with the private gift
Florida CC @ Jax Academic merit, Athletics, Cultural Arts, other
Florida Keys
All scholarships given through the Florida Keys Educational Foundation at Florida Keys Community College are based on financial need.
There is an academic requirement with all scholarships, in addition to various donor specified qualifications for scholarship recipients. Our
scholarships cover a broad range of program areas such as Law Enforcement, Corrections, Nursing, English Literature, Business,
Computer Science, Diving Business Management, and Fine Arts. The scholarship requirements vary, but preference is given to those in
financial need, at-risk youth, minorities, or single parents. All matching monies are used to enhance current scholarship opportunities for
our students. Scholarships in the Law Enforcement, Corrections, and Nursing areas also provide students with contacts in their chosen
career fields and the advantage of practical work experience before they graduate
Gulf Coast
All state matching appropriations received by GCCC are endowed, as are most private contributions to the college. A small percentage
of private contributions are given as flow-through scholarships in the current year, as indicated above. Our scholarship expenditure policy
is to distribute 25 percent of the total expenditure based on academics alone, 25 percent based on financial need, and the remaining 50
percent is based on academic potential (satisfactory academics combined with community service or extraordinary circumstances). Of the
$673,785 expended from interest on endowments, $232,851 was specifically from endowments of state matching funds. The remaining
$440,934 was from interest on endowments of private contributions and federal grants.The award numbers are counted as a one
semester award.
Hillsborough
Scholarships may be for tuition, books, application fees, lab fees, necessary program supplies, competitive awards and athletic housing.
Indian River
New and Returning Students Scholarships; Transfer Scholarships; Workforce Development Scholarships; Health Science Scholarships.
Lake City
Funded a variety of scholarships using a combination of need based and academic criteria.
Lake-Sumter
These Funds were used for Tuition, books and some required materials.
Manatee
For Private Contributions, scholarship awards are based on donor criteria. For interest on endowments the Foundation's spending rate is
4% for annual awards.
Miami-Dade
Scholarships and other financial aid provided to help defray the cost of tuition, books and supplies for MDC students.
North Florida
One student received a nursing scholarship. One student received a Firefighter Scholarship. One student received a Music Scholarship.
Eighty other students received scholarships.
Okaloosa-Walton
Scholarship awards come from three traditional matching sources-AITF, Community College Scholarship Matching Program and the
Health Challenge Grant. The funds from the AITF Scholars Program are approved by the OWC District Board of Trustees and submitted
to the Division of Community Colleges. The scholarships are based primarily on need and some merit-based awards. The Health
Challenge grant scholarships are awarded only to students who have been accepted and enroll into one of the college's nursing
programs.

Endowed Chair Program Expenditures include, but are not limited to, purchase of computer equipment; instructional videos, teaching
aids, speaker fees, supplies for performing arts presentations, supplies for drama department costumes and set decorations, and
expenses incurred in exhibit presentation; NON-ENDOWED expenditures include materials and supplies for program support (Equine,

Interest earnings used to fund scholarships that were matched $4 to $6 on older endowments. Only the interest on the endowments is
expended. These endowments were established before the 1 to 1 scholarship program existed.

Endowed Chairs for Academic Advancement which provide funding academic and technical enhancement in areas such as performing
arts, business & technology, humanities, healthcare and other workforce programs. These funds are awarded in the same manner as
the scholarships with 5% of the entire endowed fund expended each year

Most of the state matching funds used for other purposes are primarily added to the endowments for which private contributions were
received. The Nursing Program and Marine Technology Program partially fund a staff position in their respective areas. The Cecil Birch
Seay endowment provides annual funding for faculty and instructional grants used to encourage program growth.
Gulf Coast
Health Care Challenge Grant: Promotional materials, TV ads, advisory committee; Culinary Program: travel, competitions, conference
course; Camp Helen Environmental Center: golf tournament fundraiser expenses, topographical survey; WKGC: community advisory
committee, furniture and supplies; Dental Program: dental supplies; Honor's Plaza: monument; Mini-Grants: foundation mini-grants to
