MEMORANDUM

TO:

FROM:

SUBJECT:
?
Rule Development Workshops for Rule 6B-4.010, F.A.C., Instructional
Personnel Assessment Systems
In accordance with our priority on acquiring and retaining the highest quality teachers possible for
Florida’s students, the State Board of Education is undertaking a review of rule 6B-4.010, concerning
instructional personnel assessment systems. This rule implements section 1012.34, F.S., Assessment
Procedures and Criteria, and a number of other programs incorporate section 1012.34 by reference,
including s. 1012.22, which outlines the school board’s duties for compensating for teachers and
administrators. The issue of teacher recruitment and retention cannot be seriously addressed without
examining meaningful changes in the manner in which we compensate our instructional and
administrative professionals, and a review of this rule is the first step in that process.
Rule development workshops have been scheduled to allow districts to review current practices and
requirements for district instructional personnel assessment systems to determine what
amendments, if any, should be proposed. The workshops have all been scheduled during the month
of November in different locales around the state. Workshops will be held according to the following
schedule:
