Information Technology Grants Planned Use
House Bill 27E, Specific Item #7A, provides $8.4 million in nonrecurring Lottery funds
for Information Technology Grants. The proviso states:
Priority for the use of these funds shall be for the improvement of
information technology or other scientific and technical programs.
However, a community college board of trustees may allocate a portion
of the funds to meet a need for nonrecurring expenses in other priorities
of the college, including matching cash private donations receipted and
reported prior to January 8, 2002. Any funds used to match private
donations shall be reported to the State Board of Education in the 2003
request for state matching funds.
We have created the attached form for reporting how your college plans to use the
Information Technology Grant funds. Although the proviso language states that priority
should be given to information technology, a
portion
can be used for other nonrecurring
expenses. The legislative staff defined
portion
as anything less than 100%. This
definition provides greater flexibility to the colleges in determining the uses of the funds.
Please remember that these funds are restricted and should be recorded in Fund
2-Restricted Current Fund under General Ledger Code 42720. Payments will be made as
Lottery funds are made available.

APPROPRIATION PLANNED USE
The 2002 Legislature appropriated $8.4 million for Information Technology Grants stressing that priority is to be
given to uses which will improve information technology or other scientific and technical programs at the college.
However, the community college boards of trustees may allocate a portion of the funds to meet a need for non-
recurring expenses in other priorities of the college, including matching cash private donations receipted and reported
prior to January 8, 2002.
Note: A “portion of the funds” has been defined by Legislative Staff to mean anything less than 100%. This
definition provides greater flexibility to the colleges in determining the uses of the funds.
