Florida continues to focus education resources to ensure that every student is prepared to
be successful in school, postsecondary education, and the workplace. It is important to
continue improving the proficiency levels of all students within the K-20 seamless system by
supporting rigorous and relevant curriculum in the classroom to enable students to
successfully transition from grade to grade and graduate from high school prepared for
postsecondary education or the world of work.
Please find enclosed the
Student Progression Plan Guide for 2005-2006,
which reflects

The purpose of the guide is to assist districts in revising and developing policies and
procedures related to promotion and retention. The Student Progression Plan Index for
Required and Optional Elements provides an index showing required and optional elements
with references to the 2005 Florida Statutes.
These charts help ensure that your required program of study, placement, promotion,
reporting, retention, and assessment procedures are equitable and comprehensive, thereby
providing accountability for all students. If you have questions or need additional
