Pilot Program Request for Proposal
I am pleased to announce the Innovative Reading Pilot Program Request for Proposal (RFP)
stipulated in the 2005 General Appropriation #87A in the amount of $1,500,000. The Innovative
Reading Pilot Program RFP is a one year grant offered to all districts interested in competing.
The purpose of the pilot is to support K-3 reading instruction through a district selected, internet
delivered technology program. Selected programs must be developed using scientifically-based
reading research and have the ability to explicitly and systematically differentiate instruction in
the key areas of phonemic awareness, phonics, fluency, vocabulary, and comprehension. At a
minimum, funding will be awarded to one small, one medium and one large school district as
stated in proviso. We anticipate, however, that we will be able to fund additional districts
beyond the proviso minimums.
Attached you will find the Innovative Reading Pilot Program Request for Proposal. We have
indicated a submission due date of no later than close of business on September 30, 2005.
Awards will be announced in late October.
