SUBJECT:
Educator Preparation Institute Approvals and SUCCEED Florida Funding
The purpose of this memorandum is to provide an update on the Educator Preparation Institute
(EPI) approvals, and to clarify the relationship between EPI final approval and the SUCCEED
Florida grant funding to increase the capacity of teacher certification programs.
First, I am pleased to report that, as of August 16, 2005, eleven (11) Florida Community
erating their Educator Preparation Institutes.
These institutions are: St. Petersburg College, Brevard Community College, Florida Community
College at Jacksonville, Indian River Community College, Lake City Community College,
Manatee Community College, Miami Dade College, North Florida Community College, Pasco-
Hernando Community College, Pensacola Junior College, and Polk Community College.
Congratulations to this first wave of institutions that have achieved a significant milestone in the
effort to produce more highly-qualified teachers for Florida’s students!
Second, it is very important to understand that the receipt of SUCCEED Florida grant funding
does not constitute final approval to operate an Educator Preparation Institute. All institutions
using the Joint Model for program delivery still must submit the additional, institution-specific

documentation required by Commissioner Winn’s memo of May 10, 2005 (if they have not
already done so). Florida Statute 1004.85 requires that all EPI applications be reviewed and
approved by the Department of Education. This programmatic approval is a separate and distinct
process from the SUCCEED Florida competitive grant funding that was authorized by the 2005
Florida Legislature. In other words, even if SUCCEED Florida grant funding is received,
operations may not begin until the EPI receives final approval to deliver instruction.
