SUBJECT: Title I, Part C, Migrant Education Program-Child Re-Interview Initiative
The Florida Department of Education has been requested by the United States Department of Education,
Office of Elementary and Secondary Education, Office of Migrant Education to conduct a process to
ensure child eligibility for the Title I, Part C, Migrant Education Program: The Child Eligibility Re-
Interview Initiative. The eligibility period for re-interviewing is based on the migrant students reported
for funding for the 2003-2004 school year.
A core responsibility of each State Educational Agency (SEA) under the Title I, Part C, Migrant
Education Program (MEP) is to ensure that only those children who are eligible for the MEP are
recruited, counted, and served. Meeting this responsibility is the key to ensuring that 1) states direct
MEP-funded services only to eligible migratory children, 2) the MEP allocations that each state receives
reflect its statutory share of the MEP funds that Congress annually appropriates for services to migratory
children, and 3) public confidence in the program and its integrity remains strong. This initiative will
require the re-interview of a random sample of families of migratory children who have been found to be
eligible by local and/or state recruiters or other personnel. The Department has partnered with the Eastern
Stream Center on Resources and Training (ESCORT); a nationally recognized group with expertise in the
identification and recruitment of migratory families and funded through the Office of Migrant

Education, to develop the appropriate protocols and organize a highly trained team to conduct this
initiative within the state.
Under separate cover you will receive notification that the Re-Interview Team will be in your district,
collaborating with your Migrant Education Program staff to conduct the initiative. Collaboration is
crucial to the success of this initiative; therefore, we encourage your support as we work together to fulfill
the Department’s goal of quality efficient services.
