Return On Investment (ROI): School Improvement
and District Assistance and Intervention Plans
The Florida Department of Education uses various means to measure the delivery of quality,
efficient and effective services within the education system. The State Board of Education, as
part of the four education goals established by the Legislature (Section 1008.31, Florida
Statutes), adopted a strategic imperative that aligns financial resources with improvement in
student and institutional performance. As part of the strategic imperative, the Department
developed the Return On Investment (ROI) index that provides indicators of a school's cost
effectiveness by combining two key measures for the delivery of educational programs: costs
and learning gains. The sources for these measures are the comprehensive student, district, and
state finance data systems maintained by the Department. The information on the ROI website
(http://web.fldoe.org/eds/ROI/) allows users to relate financial resources expended at the school
level with measures of student performance at that school.

As a means to achieve the goal to deliver quality, efficient services and address Return on
Investment, an ROI component has been added to the School Improvement Plan and the District
Assistance and Intervention Plan templates. Both the 2005-2006 School Improvement Plan and
District Assistance and Intervention Plan templates are available on the Bureau of School
Improvement website, http://www.bsi.fsu.edu/, as well as the 2005-2006 Guidance documents to
assist with completing these plans. In the Guidance documents, ROI response elements have been
developed in order to assist with answering the new ROI section. Furthermore, there will be web-
based ROI resources available on the Bureau of School Improvement website.
