FROM:
Spessard Boatright, Director

SUBJECT:
2004 Florida Building Code
Senate Bill 442 was signed by Governor Bush on Wednesday, June 8, 2005. As part of the
provisions of this bill, the effective date for implementation of the 2004 Florida Building Code is
now October 1, 2005. In compliance with statute and rule, any Phase I, Phase II, or Phase III
construction documents submitted to the Office of Educational Facilities for plan review and
received on or after October 1, 2005, will be reviewed for compliance with the 2004 Florida
Building Code. The bill does provide for those projects that have been designed in accordance
with the 2004 Florida Building Code to be reviewed and constructed according to the 2004
Florida Building Code prior to the implementation date of the code.
The 2004 Florida Building Code is based upon the International Building Code and is quite
different from the building code requirements that are currently being used to construct buildings
in Florida. The 2004 Florida Building Code can be ordered through the International Code
Council’s bookstore at its web site http://www.iccsafe.org/, or the Building Officials Association
of Florida at its web site http://www.boaf.net .
