STUDENT PROGRESSION PLANS FOR 2005-2006
Florida students continue to lead the nation in raising student achievement as shown through the
significant gains in achievement in specific grade levels on the 2005 Florida Comprehensive
Assessment Test. The district student progression plan is the comprehensive tool designed to assist
schools in ensuring that all students are successful and prepared for the next grade level. This
document plays a vital role in aligning the strategies, standards, interventions, assessments, and
guidelines for curriculum, instruction, and assessment that meet the State Board of Education’s
Strategic Imperative to set, align, and apply ac

Section 1008.25, Florida Statutes (Public school student progression; remedial instruction; reporting
requirements.--), provides that each student’s progression from grade to grade be determined upon
proficiency in reading, writing, science, and mathematics. To meet this intent, each district school
board must establish a comprehensive program for student progression that includes standards for
evaluating each student’s performance and the specific levels of performance in reading, writing,
science, and mathematics below which a student must receive remediation or be retained.

This section of law also grants authority to the State Board of Education to enforce the requirements
related to public school student progression. In order to meet this aim, the State Board included a
priority project to monitor district promotion activities in its K20 Strategic Plan for Strategic Imperative
2 for setting, aligning, and applying academic curricular and testing standards. This project includes
several phases:

Review targeted district student progression plans for 2005-2006 based on student

promotion/retention data

Design a web-based reporting format with search capabilities that will enable the Department
to monitor districts’ implementation of section 1008.25, Florida Statutes, and to identify
promising practices related to student progression

Pilot the web-based system during the 2005-2006 school year with full implementation for
the 2006-2007 school year

Develop and disseminate a guidance document to assist districts in developing and
?
implementing a comprehensive student progression plan for 2005-2006.

To assist Department staff in reviewing student progression plans for 2005-2006, we ask that you
complete and submit the attached form to Mary Jo Butler by September 1, 2005.
During the 2005-2006 school year, Department staff plan to pilot the web-based system and provide
an opportunity for districts to participate in a peer review and provide feedback that allows the
Department to refine the system for the 2006-2007 school year. Those districts choosing to
participate during the 2005-2006 school year will receive an in-depth peer review and analysis of
their district student progression plan with specific and individualized technical assistance, and will
be better prepared to fully implement the system in 2006-2007. All school districts will be required to
use the web-based system for the 2006-2007 school year.

next educational level based on proficiency, and that every student is proficient on or above grade
level in reading, writing, mathematics, and science.
