To improve the education of immigrant and limited English proficient students by assisting the
children and youth to learn English and meet the challenging and rigorous State academic content
and student academic achievement standards.
Type of Award
Entitlement. As required by law, eighty percent (80%) of the allocation is based on the number of
limited English proficient children and twenty percent (20%) on the number of immigrant children
and youth. Only school districts whose population equates to $10,000 or more are eligible to be
funded.

$29,563,086 (Preliminary Allocation for each school district is included as attachment
to this Request for Application)

Eligible immigrant children and youth, and limited English proficient students.

Eligible Applicant(s)
Local Educational Agencies (LEAs) whose LEP and immigrant student count equates to $10,000
or more are eligible to be funded under Title III of NCLB.
Application Due Date
The due date refers to the date of receipt in Grants Management by the close of business on
June 30, 2005. Facsimile and email submissions will not be accepted.

School Districts, Community Colleges, Universities and State Agencies
The certification of adherence filed with the Department of Education Comptroller’s Office
shall remain in effect indefinitely unless a change occurs in federal or state law, or there are
other changes in circumstances affecting a term, assurance, or condition; and does not
need to be resubmitted with this application.
Additional Program Assurances
School districts are required to submit additional assurances under Title III, No Child Left Behind
(NCLB) as part of the on-line application. Signature of the Superintendent on the Project
Application (DOE 100A) includes certification that LEA will also abide by additional assurances.

General Education Provisions Act
In accordance with the requirements of Section 427 of the General Education Provisions Act
(GEPA) Public Law 103-382, request that each applicant for Federal funding provide a
concise description of the steps proposed to ensure equitable access to, and participation
of students, teachers, and other program beneficiaries with special needs.
Please Note: Due to the fact that this is an on-line application, applicants are required to
maintain documentation at the local level which supports compliance with the requirements
of the General Education Provisions Act.

Project Design - Narrative
The project design must address the following required activities and must clearly document that
the proposed activities are supplementary and do not supplant existing state and local district-
funded activities and required services.
1.
Activities that target the needs of immigrant children and youth:
As described in
Section 3115(d) of Title III, No Child Left Behind Act of 2001, school districts shall use the funds to
pay for activities that provide enhanced instructional opportunities for immigrant children and youth,
which may include: (a) family literacy, parent outreach, and training activities designed to assist
parents to become active participants in the education of their children; (b) support for personnel,
including teacher aides who have been specifically trained, or are being trained, to provide
services to immigrant children and youth; (c) provision of tutorials, mentoring, and academic or
career counseling for immigrant children and youth; (d) identification and acquisition of curricular
materials, educational software, and technologies to be used in the program carried out with funds;
(e) basic instruction services that are directly attributable to the presence in the school district
involved in immigrant children and youth, including the payment of costs of providing additional
classroom supplies, costs of transportation, or such other costs as are directly attributable to such
additional basic instruction services; (f) other instruction services that are designed to assist
immigrant children and youth to achieve in elementary schools and secondary schools in the
United States, such as programs of introduction to the educational system and civics education;
and (g) activities, coordinated with community-based organizations, institutions of higher
education, private sector entities, or other entities with expertise in working with immigrants, to
assist parents of immigrant children and youth by offering comprehensive community services.
2.
Activities that target the needs of limited English proficient students:
As
described in Section 3115(e) of Title III, No Child Left Behind Act of 2001, school districts shall use
the funds: (1) to increase the English proficiency of limited English proficient children by providing
high-quality language instruction educational programs that are based on scientifically based
research demonstrating the effectiveness of the programs in increasing: (a) English proficiency;
and (b) student academic achievement in the core academic subjects; and (2) to provide high-
quality professional development to classroom teachers (including teachers in classroom settings
that are not the settings of language instruction educational programs), principals, administrators,
and other school or community-based organizational personnel, that is (a) designed to improve the
instruction and assessment of limited English proficient children; (b) designed to enhance the
ability of such teachers to understand and use curricula, assessment measures, and instructional
strategies for limited English proficient children; (c) based on scientifically based research

demonstrating the effectiveness of the professional development in increasing children’s English
proficiency or substantially increasing the subject matter knowledge, teaching knowledge, and
teaching skills of such teachers; and (d) of sufficient intensity and duration (which shall not include
activities such as one-day or short-term workshops and conferences) to have a positive and lasting
impact on the teachers’ performance in the classroom, except that this subparagraph shall not
apply to an activity that is one component of a long-term, comprehensive professional development
plan established by a teacher and the teacher’s supervisor based on an assessment of the needs
of the teacher, the supervisor, the students of the teacher, and/or any local educational agency
employing the teacher.

Each applicant is required to incorporate goals, objectives and strategies to increase student
achievement in the areas of reading and mathematics.
Dissemination/Marketing
Describe methods /strategies you will use to disseminate and market information about the
project to appropriate populations.
Information about the project will be disseminated to appropriate populations that include school
staff, parents, school advisory councils, private schools, community agencies, and other
stakeholders via websites, letters, brochures, newsletters, etc. Information shall be provided in a
language the parent/guardian understands, unless clearly not feasible.
Reporting Outcomes
Each applicant is required to describe the methods that will be used to report student and program
outcomes to parents and other district and school stakeholders.
Students must participate in annual assessments to meet Adequately Yearly Progress and LEAs
are required to report these results to students, parents/guardians. Every two years, LEAs are
required to submit a detailed program evaluation report as specified in Sec. 3121, NCLB. In
addition, LEAs are required to annually submit data on the number and percent of LEP students
who have met the Annual Measurable Achievement Objectives as established by FDOE.
Funding Method
Federal Cash Advance–On-Line Reporting required monthly to record expenditures. Federal
cash advances will be made by state warrant or electronic funds transfer (EFT) to a
recipient for disbursements. For federally funded projects, requests for federal cash
advance must be made on the Electronic Federal Cash Advance Request System. If at times
it is determined that disbursements are going to exceed the amount of cash on hand plus
cash in transit, an on-line amendment can be made prior to the due date of the next Federal
Cash Advance distribution on the Electronic Federal Cash Advance Request System.
Fiscal Requirements
Supporting documentation for expenditures is required for all funding methods. Examples
of such documentation include: invoices with check numbers verifying payment, and/or
bank statements; all or any of which must be available upon request.
School districts receiving funds under Title III, No Child Left Behind may use not more than two
percent (2%) of such funds for the cost of administering this program.

Conditions for Acceptance
The completed application must be submitted via the 2005-06 Title III, Online Application.
LEAs
must also submit the Project Application Form (DOE 100A) with original signature of the
district superintendent (preferably in blue ink) to Office of Grants Management:

The on-line application requires all LEAs to complete all sections of the application. LEAs must
press the final submit button in order for completed application to be sent to FDOE. The system
will provide applicant will an electronic confirmation if application is submitted in accordance with
instructions.
Funds shall be obligated no earlier than the date the Project Application Form (DOE 100A) with
original signature is received by the Office of Grants Management or the effective date of the
federal grant award, whichever is later. An application is considered to be in substantially
approvable form when the DOE 100A, with original signature is received and the complete on-line
project application is successfully submitted to the Florida Department of Education.
NOTE: Project Application Form (DOE 100A) signed by officials other than the appropriate
agency head identified above must have a letter signed by the agency head, or
documentation citing action of the governing body delegating authority to the person to
sign on behalf of said official. Attach the letter or documentation to the DOE 100A when the
application is submitted.
Method of Review
The on-line project application, including budget narrative shall be reviewed by FDOE staff in
accordance with established project application review checklists and requirements set-forth in the
No Child Left Behind Act of 2001; applicable non-regulatory guidance and other applicable federal
regulations and guidelines.
