MEMORANDUM
TO:
Parties Interested in Applying to be a Supplemental
Educational Services Provider
FROM:
Jim Warford, K-12 Chancellor
DATE:
April 25, 2005
SUBJECT:
Second Request for Applications for Supplemental Educational
Services Providers for the 2005-06 School Year
April 25 – May 20, 2005
The Federal No Child Left Behind (NCLB) Legislation provides an opportunity for entities
within and outside the public education system to provide additional instructional services to
students attending schools that have not made adequate yearly progress for three years. These
services will be selected by parents of low-income students and are to be funded out of school
district Title I funds. The Commissioner of Education must approve potential providers of
supplemental educational services. In an effort to have a diverse pool of providers for parents to
choose from, the Florida Department of Education is reopening the application process, and the
purpose of this memo is to provide guidance and an application packet for prospective
applicants.
For purposes of NCLB, Supplemental Educational Services are defined as tutoring and other
supplemental academic enrichment services that are in addition to instruction provided during
the school day and are of high quality, research-based, and specifically designed to increase the
achievement of eligible children in attaining proficiency in meeting Florida’s Sunshine State
Standards.
According to §1116 of NCLB, the Florida Department of Education must notify potential
providers of this opportunity, Please complete the application online, and mail attachments in
