    Electronic Issue Request/Fingerprint Submission Roll-Out Plan
    As part of the continuing efforts by the Bureau of Educator Certification (BEC) to provide
    quality efficient services to you in support of the Department’s Strategic Imperative #1 to
    increase the supply of highly effective teachers, we wish to inform you of the Bureau’s plans
    which will provide the ability for our public school district partners to submit Issue Request
    forms electronically in combination with a digital fingerprint report. As
    we have been piloting this process with Orange and Duval counties for the past few months.
    From all reports, things are going exceptionally well. We are now beginning to implement our
    plans for opening up this access incrementally to our other district partners throughout the state.
    First, let me review the objectives of this project. This major technology improvement for our
    bureau and your offices will help in eliminating the thousands of paper fingerprint reports and
    issue request forms submitted for issuance of certificates. Through this enhancement, FLDOE
    Certification will be able to electronically receive the required background screening results for
    those persons that the district deems as potential candidates for a Florida educator’s certificate.
    The report results will be automatically copied to FLDOE Certification when the district
    selects
    the dual-response option
    as they process the candidate’s fingerprint request via the statewide
    Automated Fingerprint-Based Applicant Processing System (AFAPS) supported by Cogent
    Systems, Inc. (Cogent).

    As an intermediate phase of our Roll-Out Plan, Cogent has nearly completed a modification to
    all current district AFAPS LiveScan digital fingerprinting stations to allow the district to
    select
    the dual-response option
    . Thus, when processing fingerprints for a Florida educator’s certificate
    candidate, the district
    must
    select the FLDOE Certification/
    Florida
    County option for the
    respective school district from the “Send Response To (CRI)” drop-down provided. All districts
    for whom this dual-response option has been made available are strongly encouraged to
    immediately begin utilizing this option as appropriate when processing fingerprints. For the few
    districts that have yet to receive this upgrade, we will need to put you in touch with Cogent to
    make this happen.
    When the fingerprint results are provided to the school district for these dual-response requests,
    those results will automatically be copied to FLDOE Certification. However, these results will
    not be accepted and become a visible record within the BEC Technology System until the district
    submits an electronic Issue Request form (CT110-E) for a Florida educator’s certificate for this
    candidate/employee.
    As a continuation of the Roll-Out Plan over the next several weeks, representative districts from
    each region of the state have been pre-selected for one of three phases for the implementation of
    the electronic submission of Issue Request forms to the BEC. The BEC will contact the districts
    directly with the details for their inclusion in the Roll-Out Plan and will also distribute the User
    Training documentation with instructions for the electronic submission of Issue Request forms
    (CT110-E). We are on target to commence the first phase of the Roll-Out Plan with about eight
    (8) districts before the end of May and hope to enable all other districts with this capability by
    mid-June.
