    PROGRAM
    : The Comprehensive Program is the primary grant
    competition of the U.S. Department of Education’s Fund for the
    Improvement of Postsecondary Education (FIPSE). This program
    supports innovative educational improvement projects that respond to
    problems of national significance. The FIPSE deems project ideas
    innovative if they have not been tried before or if there is a significant
    challenge in adapting them to new settings of new target populations.
    Innovation by itself is often not enough. FIPSE challenges applicants
    to conceive, design, and manage projects in ways that promote
    sustained operations and growth, increase impact in other settings,
    and achieve other lasting and widespread impacts.
    DEADLINE
    : March 22, 2005.
    FUNDING
    : 12.7 million for up to 60 grants.
