SUBJECT: DRIVER EDUCATION LICENSING ASSISTANCE PROGRAM (DELAP)
This memorandum is written to inform you of recent changes to the Driver Education Licensing
Assistance Program (DELAP), effective January 1, 2005. The Department of Highway Safety
and Motor Vehicles (DHSMV), Division of Driver Licenses, will no longer accept waivers for
student driver tests issued by high school driver education instructors, unless the school board
has signed a Third Party Administrator Contract with the DHSMV. Additionally, the individual
driver education instructor must sign a Third Party Tester Contract with the DHSMV.
The Third Party Administrator Contract allows local school boards to authorize individual high
schools in their district to conduct driver education programs and to approve instructors to issue
waivers. Instructors who wish to teach driver education, but not issue waivers, are not required to
sign a Third Party Tester Contract.
