SUBJECT: 2004 Legislation: Senate Bill 354 Relating to Physical Education
As previously announced in DPS Memorandum 04-142, Governor Bush signed into law Senate
Bill (CS/CS/SB) 354, Public School Educational Instruction, which includes provisions related
to physical education requirements (http://info.fldoe.org/dscgi/ds.py/Get/File-2188/DPS04-
142.pdf). Components relating to physical fitness assessments in Senate Bill 354 require the
Department of Education to:

By December 1, 2004, develop support materials and distribute the materials to each school
district to enable implementation of recommended fitness assessment programs, which
districts may use in assessing and reporting individual student fitness.

By March 1, 2005, select or develop a physical fitness assessment instrument that the
school districts may use in assessing and reporting individual student fitness and a standard
report form for this information which may be provided to parents.

In order to implement the statutory requirements of the CS/CS/SB 354, the Department of
Education established the
Florida Physical Education Workgroup
to receive input from leaders
in the field of physical education
.
This workgroup assisted in the review of student fitness
assessment practices in Florida.
Pertaining to the requirement that the Department of Education develop and distribute support
materials related to student fitness assessment to school districts by December 1, 2004, please
find attached information on programs and instruments that districts may use in assessing and
reporting individual student fitness. Further, the workgroup recommended that the Department
review student fitness assessment practices from other states in order to develop a Florida
physical fitness assessment instrument, in addition to those already in existence, for districts to
use should they so choose. The Department is in the process of researching and developing the
instrument to meet the March 1, 2005, deadline, and will continue to solicit input from the
workgroup, districts, and interested parties in its development.
