ATTENDANCE PROGRAM REPORT
FIRST QUARTER REPORT 2004-2005
Please find attached a copy of the report from the Department of Highway Safety and Motor Vehicles
(DHSMV) for the first quarter of 2004-2005. This report now includes manual additions and deletions
by department personnel. The names of students transmitted to the DHSMV will be mailed under
separate cover to your district’s Director of Student Services. Our staff reviewed and compiled the
information into a state summary that reflects transactions processed for school districts from July 1,
2004, through September 30, 2004 (
Attachment 1).
For the first quarter of the school year 2004-2005:
1,040 students received Notices of Intent to Suspend Driving Privileges
3,336 Notices of Intent to Suspend Driving privileges were deleted

The Technical Assistance Paper on Implementation of Attendance Requirements for Minors to
Maintain Their Driving Privilege directs school districts to transmit student data to DHSMV at
least once a week. There are a large number of districts that either did not report during the
quarter, or were delinquent in their reporting; consequently quarterly data for those districts is
not included in this report. Districts should have reported students who were coded as Did Not
Enter (DNE) for beginning of the 2004-05 school year. DNE are students that did not enter
school during the first ten days of classes. DNE becomes a dropout code upon the tenth
consecutive day of non-entry.
Since the inception of the driver license program Florida’s high school graduation rate has
increased from 60.2% in 1998-1999 to 71.6% in the spring of 2004, an increase of nearly 12%.
Florida’s high school dropout rate has decreased 2.4% since the implementation of the driver’s
license program, from 5.4% in 1998-1999 to 3% for 2003-2004.
