Governor Bush's Just Read, Florida! initiative is a comprehensive,
coordinated reading initiative aimed at helping every student become a
successful, independent reader. As you know, the Legislature
appropriated $11 million to support Governor Bush's goal of having all
children reading at or above grade level by 2012.
This funding is available for districts to implement a Reading Coaches
Model. This competitive grant will provide resources to districts to hire
reading coaches for elementary, middle and high schools with low
performing students. Priority will be given to districts applying for schools
receiving an "F" letter grade in 2002, and for schools eligible for
Reading
First
federal funding.

II. FEDERAL REQUIREMENTS
No federal requirements apply to this project.
III. STATE REQUIREMENTS
The proviso language specifies that funding be used to achieve Florida’s reading goal for all students
to be able to read on grade level or higher by 2012, and to continue reading on grade level
throughout their K-12 schooling. The funds are provided by competitive bid for programs based
upon scientific reading research which supports a comprehensive, coordinated state reading initiative
aimed at every student becoming a successful, independent reader. The grant review will be
competitive against other school districts in the state.
Project Design and Description (10-page limit)
The intent of this grant is to provide resources for districts to hire reading coaches for elementary,
middle, and high schools with low performing students. The reading coach will serve as a stable
resource of professional development, progress monitoring, and student data analysis throughout a
school to generate improvement in reading instruction and reading achievement. Reading coaches
will be expected to exhibit knowledge of scientifically based reading research, special expertise in
high quality reading instruction, and data management skills. The reading coach will provide both
initial and ongoing professional development to teachers in each of the major reading components,
administration and interpretation of instructional assessments, and differentiated instruction.
Reading coaches will model effective instructional strategies for teachers; facilitate study groups;
train teachers in data analysis; coach and mentor colleagues and, in general, provide daily support to
classroom teachers. They will work with teachers to ensure high-fidelity implementations of
research-based reading program(s) at all grade levels to increase its effectiveness within the context
of the school.
Each reading coach, in addition to their modeling and work with teachers in the classroom, will
provide a minimum of four inservice sessions for all teachers. The inservice sessions should include
content on:
1) examination and discussion of teacher knowledge relative to scientifically based research on
reading;
2) delivery and scaffolding of instruction in each of the major reading components: phonemic
awareness, phonics, fluency, vocabulary, and comprehension;
3) administration and use of instructional assessments to include screening, diagnostic testing,
progress monitoring, and outcome measures;
4) data analysis for planning instruction and effective use of time;
5) methods for providing differentiated instruction in the classroom; and
6) meeting the needs of children who are Limited English Proficient.
It is highly recommended that the reading coach have a minimum of a Bachelor’s Degree with
advanced coursework in reading.
This is the key section of the grant application.

Describe if the district is implementing a new reading coach model or enhancing a current
reading coach model.
Describe in detail the design of the coaching model in the district, including each of the
following:
The coordination of current resources and activities to train the reading coach
The coordination of current resources and activities for teacher training provided by the reading
coach
The number of schools and teachers to be served and the number of students impacted
The reading program(s) to be used within the school for reading instruction where the
reading coach will be located
The instructional assessments to be used within the school where the reading coach will
be located
Time spent with teachers/students
Describe the resources needed and costs associated with the implementation or enhancement of
the district’s reading coach model.

The Department of Education has developed and implemented a document entitled, General
Terms, Assurances, and Conditions for Participation in Federal and State Programs to comply
with:

34 CFR Part 76.301 of the Education Department General Administration Requirements
(EDGAR) which requires local educational agencies to submit a common assurance for
participation in federal programs funded by the US Department of Education;
applicable regulations of other Federal agencies; and
state regulations and laws pertaining to the expenditure of state funds.
In order to receive funding, applicants must have on file with the Department of Education, Office
of the Comptroller, a signed statement by the agency head certifying applicant adherence to these
General Assurances for Participation in State or Federal Programs. The complete text may be

IV. FISCAL REQUIREMENTS
The project application must include application form DOE 100A and budget form DOE
101 signed by an individual authorized to bind the school district to the proposal
submitted to the Department of Education. No other forms are required.
The Reading Coaches Model grant application does not have a funding minimum or maximum
range. School districts must provide information on costs associated with implementing a reading
coach model. A rationale for requested funding amounts must be included and needs to be based
on costs for their district. Personnel costs must be based on current district salaries, training costs
based on average district costs, and materials based on current materials costs. The school district
is responsible to provide an accurate cost basis for funding consideration.
Total grant funding will be awarded to the district for participating schools to purchase salary,
benefits, and training for a school-site reading coach. Payments will be by quarterly cash advance
via Electronic Funds Transfer (E.F.T.)
V. APPLICATION REVIEW CRITERIA
The staff of the Just Read, Florida! Office will convene a committee including Department of
Education, Florida Center for Reading Research, and Project CENTRAL to review district

 
applications to ensure that there is focus on student achievement and scientifically based reading
research.
All Florida districts are eligible to apply for the Reading Coaches Model grants.
Funding priority will be given to districts applying for schools receiving an “F” letter grade in
2002 and
Reading First
eligible schools.
There is a maximum of 100 points possible for the application review with a competitive priority
of 10 points for schools receiving an “F” letter grade in 2002 and/or Reading First eligible
schools.
The Department of Education’s minimum standard is 70%.
No project application
