Reporting Students Who Resided in Institutions for Neglected or Delinquent
Youth, 2004-05
 
In 2004-05, reporting of students who resided in institutions for neglected or delinquent children
as defined in the No Child Left Behind legislation (Title I, Part D) will occur via the Department
of Education’s (DOE) Student Data Base on the Student Demographic Information Format in
Survey Period 9 (due December 3, 2004). (In previous years this information was collected on a
paper form, ESE 018). The purpose of this data collection is to identify students for reporting to
the U.S. Department of Education for use in funding calculations.
 
Districts will report the school or non-school institution for each student who qualifies for
funding. Florida public schools that qualify as neglected or delinquent sites should be designated
as such on the DOE Master School Identification File (MSID). See attachments 1 and 2 for lists
of schools currently designated as institutions for neglected or delinquent children in each
district. Districts must verify the continued eligibility of these school sites. Revisions
(additions, deletions, name changes, etc.) to school information currently on file should be
submitted by the school district MSID contact person using the established revision procedure.

Non-school institutions such as community day centers must be identified by the district,
assigned a unique identifier beginning with the letter ‘A’ followed by three digits, listed on the
reporting form (attachment 3) and sent to the DOE prior to November 22, 2004, for the 2004-05
reporting year. Attachment 4 contains a list of sites reported in prior years that may qualify as
non-school institutions. If an institution listed on attachment 4 is actually a school site, please
notify Nada Stauffer using the contact information provided below to have the proper revisions
made.

Reporting Students in Institutions for
Neglected or Delinquent Children
History
Traditionally, school districts have reported to the Department of Education (DOE) the
aggregate number of students in institutions for neglected and delinquent children on
paper form ESE 018 each year.
In 2004-05 reporting of these students will be done via the DOE’s Student Information
Data Base on the Student Demographic Information record. School district reporting will
now be at the individual student level rather than aggregated at the school level for
reporting the U.S. DOE.
Reference
This data collection requirement relates to Part A and Part D, Subpart 1 of Title I of the
Elementary and Secondary Education Act of 1965, as amended by the No Child Left
Behind Act (PL 107-110), Sections 1124 and 1412.
Purpose
The purpose of this reporting is to provide the Department of Education with accurate
information on the location and number of children who live in local institutions for
neglected or delinquent (N or D) children or who are in local adult correctional facilities.
The Department reports this information to the U.S. Department of Education for use in
calculating school district allocations for the Grants to Local Educational Agencies
program authorized by Title I, Part A of ESEA and for use in determining the amount
Florida has available for districts to operate local programs for at-risk children authorized
by Title I, Part D, Subpart 2 of ESEA.
TECHNICAL ASSISTANCE PAPERS are produced periodically by the Bureau of Education Information and
Accountability Services to present discussion of current topics. The TA papers may be used for inservice sessions,
technical assistance visits, parent organization meetings, or interdisciplinary discussion groups. Topics are identified
by state Steering committees, district personnel, and individuals, or from compliance monitoring.

Each student reported as an eligible student in an Institution for Neglected and
Delinquent Children generates a federal funding amount. Florida received approximately
$4.5 million for the 2002-03 school year.
Student Data Base Requirement
Beginning in 2004-05, school districts will report the school or non-school institution for
each student who qualifies under the ESEA reporting requirements cited above. This
information must be reported in Survey 9 (December reporting period) on the Student
Demographic Information format in the fields Institution Number, Neglected/Delinquent
(First) and Institution Number, Neglected/Delinquent (Second). This reporting format
may be viewed on the DOE’s web site at http://www.firn.edu/doe/eias/dataweb/
database_0405/0405sdi.htm.
Questions and Answers

What types of institutions qualify as institutions for neglected or delinquent students?
Institutions that qualify under the provisions of the law fall into two categories, schools
and non-schools. Institutions must meet all of the following criteria:

Public or private residential facility other than a foster home.
?
Operates for the care of children who have been either:
Committed to or voluntarily placed in the institution due to abandonment,
neglect, or death of their parents or guardians; or
Adjudicated to be delinquent or in need of supervision (including adult
correctional institutions in which children reside).
Examples of possible eligible institutions include:
?
Juvenile detention centers
?
Children’s homes
?
Halfway houses and addiction recovery facilities
?
County jails and boot camps
?
Girls’ and boys’ ranches
?
Wilderness institutes.

What are the student eligibility requirements?
To qualify to be reported as a student in an institution for neglected or delinquent
children a student must meet the following two requirements:

Be 5-17 years of age.
?
Reside in a qualified institution for at least 30 consecutive days, at least one of
which is in October of the reporting year.

3. Why are there two elements for reporting this information on the Student
Demographic format?
A student could possibly meet the eligibility requirements for students in institutions for
neglected or delinquent children at two separate institutions in one school year. In this
case, the school district would use both elements for reporting this information for the
student.
Please note that when only one institution applies to a student, the element Institution
Number, Neglected/Delinquent (First) should be used and the Institution Number,
Neglected/Delinquent (Second) should be zero-filled.
4. What is the timeline for reporting this information?
This information is to be reported during the December reporting period (Survey 9) each
year beginning with the 2004-05 school year. In 2004-05, the due date for Survey Period
9 data is December 3, 2004.
The DOE must report this information to the U.S. DOE by January 15 of each year.
5. How are eligible schools identified in the automated system?
Eligible schools are codes either N (neglected) or D (delinquent) on the DOE’s Master
School Identification (MSID) file. The MSID is the DOE’s official file of all PK-12
public schools in Florida. Changes in the status of a school’s eligibility (addition,
deletion, or status change) should be submitted to the DOE’s MSID contact person each
year.
If a school is not coded N or D on the MSID file for the reporting year, any record using
this school’s number in the Institution Number, Neglected/Delinquent fields will be
rejected. The district must then either correct the school number being reported or submit
the correct eligibility information to the DOE’s MSID contact person so that the MSID
file has the correct N or D code for the school. The district must then resubmit the record
to the Student Data Base.
6. What code is used for non-school institutions?
For non-school institutions that meet the eligibility requirements, the district must assign
an institution code that begins with ‘A’ and is followed by three digits such that the code
is unique for that institution in that school district. The names and district-assigned codes
must be reported to the DOE each year prior to Survey 9 reporting as in the manner
prescribed by the DOE.

7. Can the Institution Number, Neglected/Delinquent be the same as the student’s School
Number, Current Instruction/Service?
Yes, for many students the Institution Number, Neglected/Delinquent will be the same as
the student’s School Number, Current Instruction/Service. However, if a student has left
the institution for neglected or delinquent children after spending the required number of
days there in the September through November time period, then the two numbers will be
different.
8. What happens if the student left the district and maybe even the state following the
period of eligibility and prior to the December reporting period?
The school district should report all students who were in the school district and met the
requirements during the prescribed time period even if the student subsequently (and
prior to the December reporting period) left the school district and perhaps even the state.
A Student Demographic record should be submitted for the student during the Survey 9
reporting period.
9. What default code should be used in these two new fields for survey periods other than
Survey 9?
Use the default of ‘0000’ for survey period s other than survey 9 and for all students who
are not in institutions for neglected or delinquent children.
Survey 9 is for exceptional education students. Should districts report only exceptional
education students who are also eligible as students in institutions for neglected or
delinquent children?
Survey 9 has been expanded to collect information beyond just that for exceptional
education students. The school district should report all exceptional education students
as well as all students who met the eligibility requirements for students in institutions for
neglected and delinquent children, regardless of whether these students are exceptional
education students. For students who are not exceptional education students, matching
student course records are not required in survey 9.
