CS/SB 364 passed by the 2004 legislature requires that any retained third grade student who
subsequently scores at Level 1 on the reading portion of the FCAT, and was retained, (Tier 3)
must be progress monitored. Tier 3 student progress monitoring must follow Florida’s Reading
First model, which uses Dynamic Indicators of Basic Early Literacy Skills (DIBELS). The scores
from these progress monitoring assessments are to be recorded through Florida’s Progress
Monitoring and Reporting Network (PMRN).
Every public elementary school in Florida that has a Tier 3 student must register to use the
PMRN Tier 3 functions for recording and reporting DIBELS scores. The on-line registration
form may be found at: http://www.fcrr.org/pmrn/ register_tier3.htm.

The list of currently registered Tier 3 schools (http://www.fcrr.org/pmrn/tier3/index.htm)

indicates that some schools may not have registered to meet this reporting requirement.

Please review this list to ensure all appropriate schools in your district have registered. If
€
there are schools within your district that have not enrolled, please have them do so as soon
€
as possible. There is no cost for the use of the PMRN and the state is providing the DIBELS
€
probes. Schools will administer DIBELS during the administrative window established by
€
the Florida Department of Education. The administrative testing window will appear on the
€
Tier 3 website after the school has registered as a Tier 3 school.
