October 2004-05 FTE Survey and Instructions
The 2004-05 Florida Education Finance Program October full-time equivalent (FTE) survey will be
conducted the week of October 11-15, 2004. The FTE from this survey will be used in the third
calculation of the 2004-05 Florida Education Finance Program. Please see the attached schedule of
program numbers for FTE reporting.
“Date certain” for all schools in all school districts will always be Friday of survey week.
“Date
certain” is the specific time for setting the student’s schedule on the local student course record. It is
used for reporting the FTE Earned, Course and for meeting other state information requirements. This
consistency of reporting is important in all areas including determination of class size.
FTE to be Reported
The 2004-05 FEFP provides funding for the 180-day regular school year for students attending schools
that are not juvenile justice facilities or students reported by the Florida Virtual School. With the
exception of these students, PK-12 courses offered beyond the regular 180-day school year are funded
through the Supplemental Academic Instruction Allocation.

Summer school programs are not dependent on reported FTE (with the exception of Department of
Juvenile Justice [DJJ] educational and Florida Virtual School [FVS] programs). Districts are required
to continue to report summer school FTE for use by the Department in providing statistical reports.
Florida Virtual School and franchises of the Florida Virtual School will continue to be funded on a
successfully completed credit basis, with districts only earning FTE for courses in which they provide
instruction. Details on the reporting of FTE for students earning credit in the Florida Virtual School
and franchises of the Florida Virtual School can be found in Appendix E of the attached instructions.
Districts may not earn or report FTE for direct instruction provided by the Florida Virtual
School.
Exceptional Education Student Record
The Student Course Schedule records reporting FTE of students receiving exceptional education
services (FEFP program numbers 111, 112, 113, 254, and 255) must have a matching Exceptional
Education Student Record to generate funding under the FEFP.
General Information
The attached form letter, which certifies the July and October survey fundable FTE, must be signed
by the superintendent or designee and submitted no later than Thursday, November 18, 2004. The
July and October survey PK-12 FTE totals provided in the letter must match the PK-12 unweighted
FTE totals in the database as provided by the final FTE report, File 05107, which will be prepared
immediately following the system cutoff on Friday November 12, 2004.
The 2004-05 FEFP
provides funding for more than 180 days only for students attending schools that are juvenile
justice facilities or the successful completion of direct instruction courses from the Florida
Virtual School. Therefore, FTE certified in July survey should only be reported by the Florida
Virtual School or earned in Department of Juvenile Justice programs which include DJJ
facilities, PACE Centers, and Marine Institutes. Districts may not report summer FTE for
funding for franchises of the Florida Virtual School.
Florida Statute 1011.62(7) states in part, “If a district transfers a program to another institution not
under the authority of the district’s school board, including a charter technical career center, the
decline [in FTE] is to be multiplied by a factor of 0.15.” Please notify the Office of Funding and
Financial Reporting if this situation occurs in your district.
Report 60.021, Supplemental FTE Data File List, is available upon request by the school district and
provides DCF/DJJ, Advanced Placement, International Baccalaureate and Advanced International
Certificate of Education FTE by school.
