Update on Highly Qualified Teacher Requirements of No Child Left Behind
 
 
This technical assistance memorandum and accompanying charts and matrices are being sent
to further clarify Florida’s plan for teachers to meet the highly qualified requirements of the No
Child Left Behind (NCLB) Act, to provide additional options for teachers to become highly
qualified, and to explain flexibility provisions. Included in these documents are the guidelines for
acceptance of a High, Objective, Uniform State Standard of Evaluation (HOUSSE) for certain
experienced teachers.
 
U.S. Department of Education (USDE) Secretary, Rod Paige, announced in Spring 2004, new
NCLB flexibility provisions to be extended to teachers who face challenges in being assigned to
teach multiple subjects. Likewise, the latest revised Title II Guidance Document from the USDE
has been reviewed and additional flexibility options relating to highly qualified (HQ) teacher
requirements for specific subjects or circumstances have been determined to be appropriate for
Florida teachers. There have also been several recent decisions relating to Florida teachers of
reading disseminated via various memoranda from the Just Read, Florida! Office and
Chancellor Warford. Web site addresses for access to these memoranda are included.
 
Please see the attached pages for more detailed information on these various topics and
situations related to the highly qualified requirements of NCLB.
