State Allocation for Provision of Supplemental Educational Services
We are pleased to provide you with additional information regarding the No Child Left Behind
requirements that go into effect in the 2004-2005 school year which require school districts to
offer Supplemental Educational Services (SES) the second and each subsequent year of
identification as a school “in need of improvement.” This applies to all children from low-
income families who are at the lowest-performing, Title I schools identified as in need of
improvement for two consecutive years. As you know, a school district with one or more Title I
schools identified as “in need of improvement” due to not making AYP for two consecutive

years is required to set aside an amount equal to 20% of its total Title I, Part A allocation, unless
a lesser amount is needed. Five percent (5%) of the amount set-aside must be spent on SES,
unless a lesser amount is needed.
As required by Section 1116, No Child Left Behind Act, [Sec 1116(e)(6)(A) & (B)], the amount
that a school district must make available for supplemental educational services for each child
receiving those services is the lesser of the amount of the school district’s Title I, Part A
allocation divided by the number of children from families below the poverty level, or the actual
costs of the supplemental educational services received by the child. Attached please find the
cost per pupil allocation for SES, as calculated per the above requirements. The number of
children from low income families was taken from the 2004-05 Final Allocation for Title I, Part
A as received from the U.S. Department of Education, May 27, 2004. The final allocation was
taken from the allocation table issued with the 2004-2005 Title I, Part A, Request for
Application. The amounts for the State’s administrative cost (1%) and the 4% set aside for
statewide Title I School Improvement were subtracted prior to computing the cost per pupil.
