II.
FEDERAL REQUIREMENTS
A.
Statutory Authorization / Program Purpose
The Safe and Drug-Free Schools (SDFS) Program is established by Title IV, Safe and Drug-
Free Schools and Communities Act (SDFSCA), No Child Left Behind Act of 2001 of the
Federal Statutes. Title IV law, section 4002 states that the purpose of this grant: “is to support
programs that prevent violence in and around schools; that prevent the illegal use of alcohol,
tobacco, and drugs; that involve parents and communities; and that are coordinated with
related Federal, State, school, and community efforts and resources to foster a safe and drug-
free learning environment that supports student academic achievement…”
III. STATE REQUIREMENTS

General Assurances
The Department of Education has developed and implemented a document entitled,
General
Terms, Assurances and Conditions for Participation in Federal and State Program
s, to
comply with:

34 CFR Part 76.301 of the Education Department General Administration Regulations
(EDGAR) which requires local educational agencies to submit a common assurance for
participation in federal programs funded by the U.S. Department of Education;
¤
applicable regulations of other Federal agencies; and
¤
State regulations and laws pertaining to the expenditure of state funds.
In order to receive funding, applicants must have on file with the Department of Education,
Office the Comptroller, a signed statement by the agency head certifying applicant adherence
to these General Assurances for Participation in State or Federal Programs.

APPLICATION REVIEW CRITERIA
Review staff are professionals in the field of youth violence and alcohol, tobacco, and drug-use
prevention. Staff from the Department of Education SDFS office and from the Florida Institute of
Education, SDFS office work directly with district Safe and Drug-Free Schools Coordinators and
many have worked at least several years in the field. Their duties include writing and reviewing
SDFS grants, offering technical assistance to district staff on SDFS-related issues, developing SDFS
reports and publications, and providing expertise to the legislature on SDFS-related legislation.
To facilitate management, the Safe Schools office has divided Florida into four school regions:
central west, central east, northeast, and northwest region. The four districts located in the
southernmost part of the state are divided equally among the four regions. Staff from the FIE Safe,
Disciplined, and Drug-Free Schools Project and the DOE Safe Schools office are paired to manage
each region. Each pair will jointly review the applications in their region.
Both offices and all staff are located in Tallahassee. Two members of the review team are ethnic
minorities. There are predominantly more female than male reviewers.
