Re: Options for Parents of Students with Identified Reading Deficiencies
The 2004 Legislature passed Committee Substitute for Senate Bill 364 (CS/SB 364), which
includes extensive provisions related to students with reading deficiencies and student
progression. The bill reinforces the current requirement for the provision of supplemental
services to third grade students who are retained and requires that these students be provided
intensive interventions in reading. For students who scored Level 1 on the FCAT and who did
not meet the criteria for one of the good cause exemptions, this bill requires:
A.

review of the students’ Academic Improvement Plans (AIPs) to address additional
needed supports and services
B.
?
provision of a minimum of 90 minutes of daily uninterrupted scientifically-based reading
instruction and other strategies
C.
?
provision of one of the following:

?
supplemental tutoring in scientifically research-based reading services including
tutoring before and/or after school
9
?
a “Read at Home” plan outlined in a parental contract including participation in
FAMILIES BUILDING BETTER READERS”
parent workshops and regular
parent-guided home instruction

?
a mentor or tutor with specialized reading training

workshops and regional Train the Trainer workshops for the 2004-05 school year. Because the
workshops are one of the options that a school can offer to parents of students identified with reading
deficiencies, the Department is seeking your input on which of the options under
provision C
your
district plans to provide to parents. Districts will be receiving further technical assistance related to all of
the requirements of Senate Bill 364 in the next few weeks.
