Institutes and Centers Procedures

The attached memorandum establishes procedures for institutes and centers in the

State University System. These procedures are responsive to recommendations

made by the Council for Education Policy, Research and Improvement in its 2003

report to the Legislature, as well as to feedback from members of the State

University System Council of Academic Vice Presidents (CAVP).

Several key components of the memorandum include modifying the structure of

institutes and centers to better reflect the nature of their missions, organization,

and activities. Responsibility for approving what are now referenced as Type II

Institutes and Centers will be devolved to the universities. Initial and annual

reporting requirements will be streamlined.

However, the transition to this new structure and procedures will take some time.

Some procedures cannot be implemented until certain decisions have been made

and actions taken (e.g., Guidelines for establishing and reviewing State of Florida

Institutes and Centers must be developed by the CAVP). Please plan to proceed

in the following manner: (1) Submit annual reports for fiscal year 2003-04 as

they have previously been submitted. (2) Assume that the portions of the attached

memorandum not requiring Systemwide decisions or actions are effective

immediately (e.g., Universities may go ahead and develop procedures for

establishing, operating, evaluating/reviewing, and disbanding University

Institutes and Centers). Members of my staff will be meeting with the CAVP to

begin moving toward full implementation of other procedures outlined in the

attached memorandum.

Chancellor’s Memorandum: CM-C-07.00-01/99 will be rescinded and replaced by the attached

State University System Procedures for Institutes and Centers – 7/04. This memorandum will be
