Entitlement Program Funding Allocation Table
I am pleased to provide you with the 2002-2003 Federal Safe and Drug-Free Schools
Project Entitlement Application and the Preliminary 2002-2003 Safe and Drug-Free
Schools Entitlement Program Funding Allocation Table.
Title IV of the Improving
America’s Schools Act supports the national education goal of preventing violence in
and around schools; strengthening alcohol, tobacco, and drug prevention programs;
involving parents; and coordinating with related federal, state, and community efforts
and resources. Funds through Title IV, Safe and Drug-Free Schools and Community
Act (SDFSCA), offer school districts the opportunity to develop and implement
comprehensive plans for the prevention of alcohol, tobacco, and other drug use and
violence.
The FY 2002 appropriations bill passed by Congress provides that only a portion of FY
2002 SDFSCA State and Local Grants Program funds be awarded on or about July 1,
2002, and that the remainder of the appropriated funds be awarded on or about
October
1
, 2002.
As a result of this “advanced funding” strategy, 29% of the district

Safe and Drug-Free Schools allocation will be available for obligation on or about July 1,

2002, and the remaining 71% will be available for obligation on or about October 1,
€
2002.

The Safe and Drug-Free Schools project period is July 1, 2002, or the date the project
€
application is received in substantially approvable form, whichever is later, through
€
June 30, 2003.
€
Applications should be submitted by Friday, June 14, 2002.
