2004-2005 Title I, Part C Migrant Education Project Application and Final
Allocation
In April and May, regional workshops were held by the Bureau of Student Assistance, to provide
training to school district representatives on the 2004-2005 Title I, Part C, Migrant Education
On-Line Project Application. The Department received the final allocation for Florida’s Migrant
Education Program on July 2, 2004. As required by the U.S. Department of Education, 100% of
the 2004-2005 funds are to be allocated by formula, which must be based, in part, on priority
need for services. In preparation for this allocation, the formula was developed in collaboration
with a committee comprised of school district representatives and finalized in April 2004.
We are pleased to provide you with the attached 2004-2005 Title I, Part C, Final Allocation, and

the 2004-2005 Request for Application (RFA), which includes the grant overview, federal and
fiscal requirements, and the application process. The on-line version of the application is
available at http://info.doe.state.fl.us/title1/partC/.
School districts that have submitted a Consolidated Application that includes Title I, Part C, are
not required to complete this on-line application. In an effort to assist school districts and to
ensure there are no interruptions in supplementary services to students, the Department issued
no-cost extensions for the 2003-2004 Title I, Part C, projects through September 30, 2004. As a
reminder, in order for the Department to issue a letter confirming receipt of project applications
in substantially approvable form, the on-line version of the application must be electronically
completed and submitted on or before September 15, 2004. A copy of DOE 100A, with original
signatures, is also due to the DOE Office of Grants Management on this same date.
If assistance is needed to complete the application, or if you have any questions, please contact
Angel Stanford, Administrator, Title I Programs and Academic Intervention Services, by phone
at (850) 245-0686, or by email Angel.Stanford@fldoe.org; or Carolyn Mathews, Program
Specialist, at (850) 245-0693, or by email Carolyn.Mathews@fldoe.org.
