2000/2001 ESOL Annual Report
Attached please find a copy of the 2000/2001 Status Report on the Implementation of the
Consent Decree in the League of United Latin American Citizens (LULAC), et al. v. the
State Board of Education, et al., 1990.
This year represents the eleventh school year for
which an ESOL annual report has been issued and distributed to both the school districts
and to Multicultural Education Training Advocacy, Inc. (META, Inc.), attorneys for the
plaintiffs.
Each school district report, a State of Florida Synopsis report, and a Guide to Calculations
may be accessed through the Office of Multicultural Student Language Education (OMSLE)
homepage at http://www.firn.edu/doe/omsle/0001esol/index.htm.
The 2000-2001 report reflects a number of changes:

The financial data has been included in this year's report.

The Length of Time (Years) Served in ESOL Programs has gone from an overall
average of 2.97 in 1999-2000 to 3.09 in 2000-2001.

The total number of K - 12 current and former LEP students (LY+LF+LN+LP) reported
for 2000/01 was 290,024 compared to 261,405 for the 1999/2000 school year.
This
represents an increase of 28,619 students or 10.95%.

LEP students in the State of Florida speak 207 different languages and come from 257
different countries, including 48.79% born in the United States.
For the second
consecutive year, the largest statewide increase in foreign-born LEP students was in
those from Colombia, South America.
For the last eight years, school districts have completed a self-assessment review of the
data included in the ESOL Annual Report and submitted a report to the Office of
Multicultural Student Language Education (OMSLE). This year’s district self-assessment is
due
to OMSLE by
August 30, 2002.
As it was for the prior reports, no specific format is
required, but school districts are encouraged to be as comprehensive as possible. To
facilitate this task, please note that each District-specific report also contains state level
data for comparative purposes.
