    2003-2004 Annual Reporting for English Language Proficiency
     
    As required by Title III, No Child Left Behind Act of 2001, an annual assessment of English language proficiency
    must be conducted on all students classified as limited English proficient (LEP) (code of LY). These assessments
    were conducted during the months of April through June.
     
    The format for 2003-2004 Annual Reporting for English Language Proficiency has been developed and is attached.
    The format should be submitted via North West Regional Data Center (NWRDC) using the dataset name
    DPSXX.GQ.F70489.Y03045, where “XX” is the district number.
     
    The deadline for this submission is
    September 17, 2004
    . Following district submission, the Department will use the
    information to report to United States Department of Education annual progress of LEP students.

    Submit a separate record for each student in K-12 that was enrolled at any time during the
    2003-2004 school year identified as “LY” for the Limited English Proficient, PK-12 Data
    Element.
     
    2.
    The format allows for four test records to be reported. The language proficiency
    assessments for listening (items 13-17), speaking (items 18-22), reading (items 23-27), and
    writing (items 28-32) are to be reported. These test slots are to report the annual assessment of
    English language proficiency as required by Title III of the No Child Left Behind Act of 2001.
    The Test Score Type must be reported in accordance with the test publisher’s guidelines and
    must match the Test Subject Content.
