2004 LEGISLATIVE CHANGES REGARDING THE CARY BAKER FREEDOM FLAG ACT (HOUSE
    BILL 1757)
The 2004 Legislature passed House Bill 1757 known as the Carey Baker Freedom Flag Act. This bill amends section
1000.06, Florida Statutes (Display of flags.--), to require that each public K-20 educational institution that is provided
or authorized by the Constitution and laws of Florida must display daily the American flag in each classroom. A flag
must be displayed in each classroom no later than August 1, 2005.
A state purchasing agent has been established by the Florida Department of Management Services for the purchase
of flags that fit the specifications of the legislation. The cost for one flag and bracket starts at $4 and decreases
according to quantity. For more information, contact Kimberly Hall, Purchasing Agent, at (850) 488-7996 or
hallk@dms.state.fl.us. You may also access purchasing agreement information at:
    http://fcn.state.fl.us/owa_snaps/owa/snaps_www.agreements.show?agree_number_str=3503080.
Please find attached a technical assistance paper that provides background information, specific requirements
regarding the flag, and guidelines for implementation of this bill. If you have questions or need additional information,
please contact Mary Jo Butler, Bureau of School Improvement, at (850) 245-0479.
