Migrant Education Even Start Program (USDOE)
PROGRAM
: The U.S. Department of Education (USDOE), Migrant Education Even Start
(MEES) program is designed to help break the cycle of poverty and improve the literacy of
participating migratory families by integrating early childhood education, adult literacy or adult
basic education (including English language training, as appropriate), and parenting education
into a unified family literacy program.
DEADLINE
: July 5, 2002.
FUNDING
: For fiscal year 2002: approximately $7,000,000. Estimated range: $75,000-
$300,000. Estimated average size: $250,000. Estimated number of awards: 20-25.

ELIGIBILITY
: While any entity is eligible to apply for a grant under the MEES program, the
Assistant Secretary for Elementary and Secondary Education specifically invites applications
from state educational agencies (SEAs) that administer migrant education programs; local
educational agencies (LEAs) that have a high percentage of migratory students; non-profit
community-based organizations that work with migratory families; and faith-based
organizations, provided that they meet all statutory and regulatory requirements.

Fund for the Improvement of Education Program --
 
Partnerships in
Character Education (USDOE)
PROGRAM
: The U.S. Department of Education (USDOE) is accepting applications for this
program to provide grants to eligible entities to assist them in designing and implementing
character education programs that teach students any of the following elements of character:
caring, civic virtue and citizenship, justice and fairness, respect, responsibility, trustworthiness,
giving, or any other elements deemed appropriate by the eligible entity, having taken into
consideration the views of parents and students. The character education programs supported
must be programs that can be integrated into classroom instruction, are consistent with State
academic content standards, and can be carried out in conjunction with other educational reform
efforts.
DEADLINE
: July 11, 2002.
FUNDING
: Total: $16,000,000. Estimated range: $100,000 -- $500,000 per year. Estimated
average: The size of an award will be commensurate with the scope of the activities to be carried
out. Estimated number of awards: 40 to 45.
ELIGIBILITY
: An eligible applicant under the 84.215V competition is: (a) A State educational
agency (SEA) in partnership with one or more local educational agencies (LEAs); or (b) An SEA
in partnership with one or more (LEAs) and nonprofit organizations or entities, including an
institution of higher education.
An eligible applicant under the 84.215S competition is: (a) An LEA or consortium of LEAs; or
(b) An LEA or LEAs in partnership with one or more nonprofit organizations or entities,
including an institution of higher education.

Focused Research Groups in the Mathematical Sciences (NSF)
PROGRAM
: The National Science Foundation (NSF) is inviting applications for focused
research groups in the mathematical sciences, which allow groups of researchers to respond to

recognized scientific needs of pressing importance, exploit current scientific opportunities and
lay the groundwork for anticipated significant scientific developments in the mathematical
sciences.
DEADLINE
: August 20, 2002, for letter of intent (required), September 20, 2002, for proposal.
FUNDING
: From $150,000 - $350,000 per project per year, for up to three years.
Approximately fifteen awards annually.
ELIGIBILITY
: Colleges and universities, non-profits, non-academic organizations, such as
independent museums, observatories, research laboratories and professional societies; for-profit
organizations, especially small businesses; and state and local governments.

National Endowment for the Arts -- Access, Heritage and Preservation Grants
(NEA)
PROGRAM
: The National Endowment for the Arts (NEA) is making grants to support the arts
in two focus areas: Access, and Heritage and Preservation.
Access:
Access grants seek to make quality art as broadly available as possible. Preference goes
to projects targeting those in underserved areas or those whose participation in arts activities has
been limited because of age, disability, language, educational level, geographic location,
ethnicity, or economic constraints. Previous grants have funded exhibitions, performances,
distributions of artistic works, other public access initiatives, tours to underserved areas, outreach
projects involving diverse communities, innovative use of new technologies to enhance public
access to the arts, and educational arts activities.
Heritage and Preservation:
Heritage and Preservation grants keep cultural heritages intact by
recovering and preserving artistic achievements. Projects funded under this area have supported
festivals, exhibits, publications, and other artistic presentations, apprenticeships, documentation,
conservation, and other recording activities to preserve cultural traditions, practice, and
sociological knowledge through art.
DEADLINE
: August 12, 2002, (for both).
FUNDING
: Range: $5,000 - $150,000. Requires a one-to-one match.
ELIGIBILITY
: School districts, state and regional education agencies,
nonprofits.

PROGRAM
: The United States-Japan Foundation supports pre-college education initiatives to
foster understanding between the two countries. Programs may cover in-depth study of culture,
history, and society (of both countries); the U.S.-Japan relationship; and collaborative activities.

: The National Geographic Society Education Foundation makes grants to teachers
to support innovative geography education projects that promote geographic literacy and
knowledge or stewardship of natural and cultural resources.

PROGRAM
: Schools can register to win more than $5,000 in Philips electronic equipment for
