    The data element “Vocational Credential, Other” is designed to capture those students
    who have completed not just an occupational completion point (OCP), but an entire
    program. Each OCP (including the final OCP) is reported under data element
    "Vocational/Adult General Education Completion Point Code" during the term it is
    earned by the student, regardless of basic skills examination status. Only when a
    student has completed all OCPs in a postsecondary technical program and met all
    ancillary requirements, including those related to basic skills attainment, is a “V”
    reported under the data element “Vocational Credential, Other.”
     
    Before a student who has completed all OCPs in a technical program of 450 or more
    hours can be reported as receiving a technical certificate, they must also meet the basic
    skills criteria established for that program. The basic skills status of each student is
    reported under the "Vocational Basic Skills Examination" data element. Procedures
    have been put in place to verify that each student reported as earning a technical
    certificate has also been reported as either meeting the basic skills criteria or as being
    exempt from them under Section 1004.91, F.S.
     
    If a student is enrolled in a program of 450 hours or more and does not meet the
    exemption criteria described in s. 1004.91, F.S., the student must be tested and
    remediated, if necessary, to meet the minimum basic skills level required for the
    program. Following remediation, adult students with disabilities who meet all student
    performance standards for their program MAY be exempted from the requirement to
    attain the required level of basic skills mastery. For more details, see the technical

    With the ongoing focus on educational accountability at both the state and federal
    levels, it is critical that Florida's PSAV programs correctly and consistently report their
    programs' output of certificated students.
