Reopen Request for Applications for Supplemental Educational
Services Providers
The Federal No Child Left Behind (NCLB) Legislation provides an opportunity for entities within and
outside the public education system to provide additional instructional services to students attending
schools that have not made adequate yearly progress for three years. These services will be selected by
parents of low-income students and are to be fund
ed out of school district Title I funds. Potential
providers of supplemental educational services must be approved by the Commissioner of Education. A
list of the approved Supplemental Educational Services providers from the first round of applications is
attached. In an effort to have a diverse pool of providers for parents to choose from, the Florida
Department of Education is reopening the application process, and the purpose of this memo is to provide
guidance and an application packet for prospective applicants.
For purposes of NCLB, Supplemental Educational Services are defined as tutoring and other
supplemental academic enrichment services that are in addition to instruction provided during the school
day and are of high quality, research-based, and specifically designed to increase the achievement of
eligible children in attaining proficiency in meeting Florida’s Sunshine State Standards.
According to §1116 of NCLB, the Florida Department of Education must notify potential providers of
this opportunity, maintain an updated list of approved providers across the state, and monitor these
approved providers for compliance. Please complete the application online, and mail attachments in hard
copy format as described in the instructions. The application and instructions for Supplemental
