Small Business Innovation Research Program (USDOE)
PROGRAM:
The U.S. Department of Education (USDOE) is accepting applications for this
program to stimulate technological innovation in the private sector, strengthen the role of small
business in meeting federal research or research and development needs, increase the
commercial application of USDOE supported research results, and improve the return on
investment from federally-funded research for economic and social benefits to the Nation.
DEADLINE:
July 10, 2002.
FUNDING:
Estimated up to $4,200,000 for new Phase I awards. The estimated amount for
new Phase I awards is based upon the threshold allocation for OSERS and OERI, minus prior
commitments for Phase II continuation awards. The actual funds available could be less, should
either office make any new Phase II awards (contracts) in fiscal year 2002. Estimated average
size: up to $75,000. Maximum award: USDOE will reject any application that proposes a budget
exceeding $75,000 for a single budget period of 6 months. Estimated number of awards: 40.

Applicants must qualify as a small business concern as defined by
the Small Business Administration at the time of the award.

Cooperative Civic Education and Economic Education Exchange Program
(USDOE)
Program:
The U.S. Department of Education (USDOE) is accepting applications for this
program to improve the quality of civic education through cooperative civic education exchange
programs with emerging democracies.
ELIGIBILITY:
Organizations in the United States experienced in the development of curricula
and programs in civics and government education and economic education for students in
elementary schools and secondary schools in countries other than the United States, to carry out
civic education activities. Primary Participants: The primary participants in the Cooperative
Education Exchange Programs assisted under this section will be leaders in the areas of civics
and government education, including teachers, curriculum and teacher training specialists,
scholars in relevant disciplines, educational policymakers, and government and private sector
leaders from the United States and eligible countries.
DEADLINE
: July 15, 2002.
FUNDING:
Estimated funds, $2,875,000; estimated range, $100,000 to $2,875,000; estimated
size will be commensurate with the nature and level of activities proposed; estimated number of
awards, at least one, but not more than three.

ADVANCE (NSF)
PROGRAM
: The National Science Foundation (NSF) is inviting applications for Increasing the
Participation and Advancement of Women in Academic Science and Engineering Careers –
ADVANCE.
DEADLINE
: September 25, 2002, for institutional transformation applications; January 15,
2003, for leadership applications; and June 16, 2003, for fellows applications.
FUNDING
: $11 million in fiscal 2003 for 20 to 40 awards for fellows, five to 10 institutional
awards and eight to 12 leadership awards across directorates. The project period is three years
for fellows and leadership awards and five years for institutional awards.

: Higher education institutions, nonprofit organizations/associations and
scientific societies, among others; for transformation and leadership awards, and higher
education institutions on behalf of principal investigators for fellows awards.

Facilitation Awards for Scientists and Engineers with Disabilities (NSF)
PROGRAM
: The National Science Foundation (NSF) is inviting applications to facilitate the
work of scientists with physical disabilities by providing special equipment or assistance needed
in conjunction with NSF-supported projects.
DEADLINE
: Applications may be submitted any time.
FUNDING
: All award mechanisms are available. Funding varies across supplements and sites.
Requests may be included in the original proposal or submitted as a separate request for
supplemental funding for an existing grant. There is no set maximum amount.
ELIGIBILITY
: Colleges and universities; non-profit, non-academic organizations, such as
independent museums, observatories, research laboratories and professional societies; for-profit
organizations, especially small businesses; state and local governments, including state
educational offices and local school districts; and under some circumstances, unaffiliated
individuals.

Services to Prevent Use of Club Drugs (SAMHSA)
PROGRAM
: The Substance Abuse and Mental Health Services Administration (SAMHSA) is
seeking applications to develop the infrastructure to prevent use of ecstasy and other club drugs.
DEADLINE
: July 10, 2002.
FUNDING
: $4 million for 12 cooperative agreements of up to $350,000 each, including six
awards focusing on ecstasy and other club drugs and six addressing methamphetamine and/or
inhalant prevention.
ELIGIBILITY
: State and local government agencies, American Indian tribes and tribal
organizations and domestic private nonprofit organizations such as: community-based
organizations; nonprofit managed care and other health-care delivery systems; universities and
colleges; faith-based organizations; and local law enforcement agencies.

National Education Association Foundation for the Improvement of
Education
PROGRAM
: The National Education Association (NEA) Foundation for the Improvement of
Education (NFIE) makes grants to underwrite professional development or the implementation
of innovative ideas that result in improved student achievement.
DEADLINE
:
None. New this year, NFIE will accept applications on an ongoing basis.
Notifications will be made within seven months of receipt of application.
FUNDING
: Range: $1,000 to $3,000 each.
ELIGIBILITY
: Public school teachers of grades K-12; public school education support
professionals; and higher education faculty and staff at public colleges and universities.
Preference will be given to NEA members.
