    Procedures to Record Private Postsecondary Dual Enrollment Courses on Public
    High School Transcripts
    As dual enrollment continues to grow, questions about accurately recording private
    postsecondary dual enrollment courses on public
    high school transcripts have arisen. Course
    numbers listed on high school transcripts will affect Bright Futures and state university
    admission evaluations, and a course summary view on FACTS.org, as well as the Talented 20
    evaluations. Because transcripts submitted to the DOE High School Transcript Database are
    used for other purposes, incorrect course numbers may mislead students about the use of their
    dual enrollment coursework.
    Postsecondary course numbers that are not part of the Statewide Course Numbering System
    (SCNS) are not recognized by the Bright Futures evaluation system and transcripts with such
    course numbers are returned as errors. It has been brought to our attention that many districts
    are substituting a SCNS course number for the actual private postsecondary course number to
    correct these errors. However, this practice results in the recording of information into the
    evaluation system that is not an accurate reflection of the student’s permanent record.
    The high school transcript must accurately reflect the actual course number and
    title from the postsecondary institution where the course was taken.

    1003.25, Florida Statutes, requires each principal to maintain a permanent cumulative record
    for each student enrolled in a public K-12 school. State Board Rule 6A-1.0955 identifies the
    “courses taken and record of achievement” as a component of the student’s permanent record.
    Therefore, specific instructions, bulleted below, have been developed to more efficiently identify
    private postsecondary dual enrollment courses on the public high school transcript. This
    procedure should improve the accuracy of the high school transcript for multiple evaluation
    purposes. This will also eliminate the error notices from the Bright Futures evaluation system.

    On the IS04 (Course) format, items 7, 8 & 9 will identify the school of instruction. There
    are codes for postsecondary institutions, both public (identified in Appendix C) and
    private.

    Item 13 is the course number and should be entered as ZZZ9999 for private
    postsecondary dual enrollment courses that are not part of the Statewide Course
    Numbering System.

    Item 14 is the course title. Private postsecondary dual enrollment courses should be
    coded beginning with the actual private postsecondary course number followed by as
    much of the course name as will fit in the 20 character field.
