Study of Alternatives to Out-of-School Suspension
The Department of Education, in partnership with the Florida State University and the
Governor’s Office of Drug Control, is working with Evaluation Systems Design, Inc., to conduct
a study of the procedures and programs school districts have implemented that are alternatives to
out-of-school suspension. This project is funded through Title IV, and it will begin in March
2004.
The purposes of this study are to:

Identify existing practices regarding alternatives to suspension currently being used in
school districts within the state;

Identify outcome-based effective practices;
•
?
Identify essential components of outcome-based effective practices; and
•
?
Catalogue and disseminate information about effective practices that can be used by
?
districts as effective outcome-based alternatives to out-of-school suspension.

The first phase of the study will include interviews with district-level contact persons in each
school district to determine the policies, range of options, and effective practices that exist within
each district. In addition, six districts will be selected for site visits to obtain more detailed
information on practices. These districts will be selected in conjunction with the project
administrative group and will represent the range of districts by size, location, and 2002-03
suspension rates.
Within the next two weeks, a member of the project team will call on your student services,
academic intervention services, and/or ESE contact persons to begin the interview and data
collection processes. I hope you will join the department in our efforts to learn more about
effective alternatives to suspension in Florida.
