DRIVER LICENSE/SCHOOL ATTENDANCE PROGRAM REPORT
SECOND QUARTER REPORT 2003-2004
Please find attached a copy of the report from the Department of Highway Safety and Motor
Vehicles (DHSMV) for the second quarter of 2003-2004. This report now includes manual
additions and deletions by department personnel. The names of students transmitted to the
DHSMV will be mailed under separate cover to your district's Director of Student Services. Our
staff reviewed the report and compiled the information into a state summary that reflects
transactions processed for school districts from October 1, 2003, through December 31, 2003
(Attachment 1
). This review also indicates the following districts did not transmit data for this
quarter: Calhoun, Holmes, Liberty, Monroe, Walton, and Washington.

For the second quarter of school year 2003-2004:

The revised Technical Assistance Paper on Implementation of Attendance Requirements for
Minors to Maintain Their Driving Privilege, recently transmitted by DPS Memo 04-071, continues
to direct school districts to transmit student data to DHSMV at least once a week. Districts
reporting students as soon as they withdraw from school or accumulate 15 unexcused
absences in 90 calendar days are more successful at retrieving dropouts and improving student
attendance. Implementation of these requirements can improve district dropout and attendance
rates.
The DHSMV forms, HSMV 72870 (Student Compliance with Attendance Requirements for
Reinstatement of Driving Privilege/Eligibility for Licensure), and HSMV 72871 (Student
Compliance with Enrollment Requirements for a Home Education Program), have been revised
and are included as attachments in the Technical Assistance Paper
.
The revised forms are
effective immediately. All schools and district home education offices must use the newly
revised forms immediately. Previous reinstatement forms will no longer be accepted by the
DHSMV. Also, please note that effective October 1, 2003, the driver license reinstatement fee
has increased to $35.00. This fee must be paid prior to the reinstatement of driving privileges.
