The 2003-04 Florida Education Finance Program (FEFP) February full-time equivalent (FTE)
student survey will be conducted the week of February 2-6, 2004. The FTE from this survey will
be used in the fourth calculation of the 2003-04 Florida Education Finance Program. The
2003-04 FTE General Instructions may be viewed at: http://www.firn.edu/doe/fefp/fteinstr.htm.

The attached form letter, which certifies the July, October, and February
fundable
FTE, must be
signed by the superintendent or designee and submitted no later than Thursday, March 11, 2004.
The July and October survey PK-12 FTE totals provided in the letter must match the

PK-12 unweighted FTE totals in the database as provided by the final FTE report, File 05107,
which was prepared immediately following the system cutoff on Sunday, November 23, 2003. If
amendments for the July and October surveys are provided by Friday, March 5, 2004, they
should also be reflected in the July and October FTE totals.
The 2003-04 FEFP provides
funding for more than 180 days only for students attending schools that are juvenile justice
facilities or the successful completion of direct instruction courses from the Florida Virtual
School. Therefore, FTE certified in this letter should only be reported by the Florida
Virtual School or earned in Department of Juvenile Justice (DJJ) programs which includes
DJJ facilities, PACE centers, and Marine Institutes. You may not report summer FTE for
funding if you are a franchise of the Florida Virtual School. No FTE should be reported
for Pilot K-8 Virtual Schools.
The February survey FTE total provided in the letter must match the unweighted FTE total in the
database as provided in the final FTE Report, File 05107, which will be processed immediately
following the system cutoff on Friday, March 5, 2004.
For the October and February
surveys, include all FTE with the exception of: (1) Intersession FTE which is identified
with a code of “A” on the Year Round/Extended School Year FTE indicator data element
on the Student Course Record format; and (2) Extended School Year FTE which is coded
with a “B” on the Year Round/Extended School Year Indicator data element, as this FTE
is not funded through the FEFP.
Florida Statute 1011.62(7) states in part, “If a district transfers a program to another institution
not under the authority of the district’s school board, including a charter technical career center,
the decline [in FTE] is to be multiplied by a factor of 0.15.” Please notify the Office of Funding
and Financial Reporting if this situation occurs in your district.
Report 60.021, Supplemental FTE Data File List, is available upon request by the school district
and provides DCF/DJJ, Advanced Placement, International Baccalaureate and Advanced
International Certificate of Education FTE by school.
