The State Directors of Career and Technical Education from each state are actively seeking nominations for the
Stars of Education
Distinguished Service
 
Awards
in various categories. Please take a few minutes to complete the
application for a deserving person in one or more of the categories listed on the attached application form.
 
Nominations may be solicited from individuals, organizations, state boards of education, special interest groups,
committees, task forces, or businesses affiliated with or involved in career and technical education in school
districts, technical institutions, community colleges, or universities. However, all nominations must be submitted
through the State Director’s office and must be typed in not less than 10-point font and cannot exceed one, single-
spaced page in length. Nominations must be received in Tallahassee by
February 7, 2004,

A review panel will score the nominations based on the national criteria, and one quality application will be chosen
in each category to represent the state of Florida. These applications will be endorsed by the Department of
Education State Director, and mailed to Washington, D.C. prior to the United States Department of Education
(USDOE) February 18, 2004 deadline. Winners will be announced at the annual spring NASDCTEc meeting
in Washington, D. C.

Criteria for Selection and Eligibility for Stars of Education Awards from the
National Association of State Directors of Career Technical Education Consortium (NASDCTEc)
 
 
Directions:
State Directors of Career Technical Education from each state are encouraged to submit nominations for the
NASDCTEc Star of Education Awards Program. The State Director
must endorse
each nominee by signing the nomination
form prior to its submission. The awards committee reserves the right to present awards only in those categories where
sufficient competition, scope, and quality of nominations exist to warrant granting an award. Each nomination statement
should
not exceed one, single-spaced page in length (must be typed in a font not less than 10-point font)
.
 
1. Distinguished Service – Congressional: Two nominees per state, one for a
Senator
and one for a member of the
House of Representatives
. (Two awards will be presented, one to a Senator and one to a House member).
 
The nominee must be a member (or former member) of the United States Congress who has demonstrated a high
level of leadership, vision, and achievement in career technical education through meritorious contribution,
innovative or unique achievements, expansion of the impact of or investment in career technical education on
students, and/or evidence of superior performance.

2. Distinguished Service – Educator – Two nominees per state, one for a
secondary
educator or administrator and the
other for a
postsecondary
educator or administrator. (Two awards will be presented, one secondary and one
postsecondary).
 
The nominee must be
an individual
who has demonstrated a high level of leadership, vision, and achievement in
career technical education through meritorious contribution, innovative or unique achievements, expansion of the
impact of career technical education on students, and/or evidence of superior performance.
 
3. Distinguished Service – Business/Industry/Labor – Two nominees per state, one for a business/industry/labor
organization or association supporting
secondary
education and one for a supporter of
postsecondary
education.
(Two awards will be presented, one secondary and one postsecondary).
 
The nominee must be a
business, industry, labor organization or association
that has demonstrated exceptional
commitment, dedication, and involvement with career technical education through public/private sector
partnerships. The nominee must have a history of and be an active participant in a partnership program or programs
that expand or improve career technical education and its linkages with workforce preparation and/or economic
development.
 
4. Distinguished Service – Individual – One nominee per state. (One award will be presented).
 
The nominee must be an
individual that is a non-educator in their current capacity
that has demonstrated
exceptional commitment, dedication, and involvement with career technical education through a partnership
program or programs that expand or improve career technical education and its linkages with workforce preparation.
 
5. Distinguished Service
– Secondary Teacher - One nominee per state. (One award will be presented).
 
The nominee must be a
secondary teacher
who has demonstrated the highest level of dedication, commitment and
creativity in the classroom and utilizes exemplary and innovative practices to prepare career technical education
students for success and leadership roles in the technical careers of tomorrow.
 
6. Distinguished Service – Postsecondary Instructor - One nominee per state. (One award will be presented).
 
The nominee must be a
postsecondary instructor
who has demonstrated the highest level of dedication,
commitment and creativity in the classroom and utilizes exemplary and innovative practices to prepare career
technical education students for success and leadership roles in the technical careers of tomorrow.

 
 
7. Distinguished
Service
– Secondary Student - One nominee per state. (One award will be presented).
 
The nominee must be a
secondary student
who has demonstrated the highest levels of academic/career technical
achievement, leadership and volunteerism in school and/or student organization, as well as civic/community
involvement and any business or industry internships.
 
8.
Distinguished Service – Postsecondary Student - One nominee per state. (One award will be presented).
 
The nominee must be a
postsecondary student
who has demonstrated the highest levels of academic/career
technical achievement, leadership and volunteerism through educational pursuits and/or as a member of a student
organization, as well as civic/community involvement and any business or industry internships.
 
9.
State Director Emeritus – (# of awards to be presented is at the discretion of the committee each year)
 
The nominee must have been a state director of the NASDCTEc for no less than five years and have demonstrated
the highest level of commitment to the goals, objectives, and mission of the NASDCTEc as demonstrated through
initiative and positive contributions to the organization.
 
Criteria for Selection
 
The National Association of State Directors of Career Technical Education Consortium (NASDCTEc) annually recognizes
achievement and excellence in career and technical education. Awards will be announced at the annual spring meeting in
Washington, D.C. The awards committee seeks nominations that clearly describe the candidates’ exemplary
accomplishments and contributions to career technical education. When reading the nomination statements, the review
committee will assess the following items:
 
1.
National Recognition – what has the nominee done to merit recognition at the national level?
2.
Contributions – what has the nominee done to exemplify excellence in career technical education?
3.
Accomplishments – what accomplishments set the nominee apart (history of distinguished service to career technical
education)?
4.
Benefits to career technical education – to what extent has career technical education benefited from the contributions
of this individual/entity?
5.
Conforms to criteria – to what extent does the nomination meet the requirements?
 
Nomination statements must explain in detail why the nominee deserves a NASDCTEc award addressed in the above 1–5
order. Please make every effort to highlight the nominee’s unique qualifications for the award; please do not send a
resume.

Selection Process
 
An Awards Committee consisting of members of NASDCTEc, appointed by the Board of Directors, will evaluate the
nominations in each category according to predetermined criteria including: having met all NASDCTEc Awards
requirements, excellence, merit, history of distinguished service, contribution to career technical education, and diversity.
The state director of each nominee will be contacted before any award is presented. The award winners will be announced at
the annual spring meeting in Washington, D.C.
