    Welcome! We Have a New Vice Chancellor
     
    Dr. Bonnie Marmor will join the Workforce Education family on November 17, 2003, as Vice Chancellor for Workforce
    Education. She will bring with her an exceptional record of leadership in career, technical, and adult education programs
    in Florida, New York, and New Jersey.
     
    Dr. Marmor has been an Associate Superintendent for Orange County Public School’s Workforce Education Department
    in Orlando since 1999. In that job she has been responsible for postsecondary workforce education and adult general
    education in four technical education centers and 15 adult community education centers, and provided support and
    assistance to K-12 workforce education courses and "Tech Prep" programs.
     
    She was the Executive Director for Career and Technical Education, and Assistant Superintendent for Occupational
    Education for ten years with the Board of Cooperative Education Services of Nassau County in Westbury, N.Y. Prior to
    that she held many positions within the Bergen County Vocational-Technical District in Hackensack, N.J. She began as a
    guidance counselor, became Director of Guidance, and finally Principal of the Bergen County Vocational-Technical High
    School before becoming Director of the Bergen County Technical Institute.
     
    She received her doctorate in vocational education from Rutgers University, masters in guidance and counseling from
    Farleigh Dickenson University, and her bachelors in French Education from Queens College.
     
    Among her many accomplishments, Dr. Marmor worked closely with Valencia Community College over the last several
    years on partnerships that may also be replicated statewide. In particular, she and her counterparts at Valencia
    developed seamless articulation programs that allowed students to transfer from school district technical centers into
    Valencia Community College Associate Degree programs.

    Best Practices and Marketing
     
    The Office of Workforce Education launched three major programs this year. The “All American Success Stories”
    campaign highlights student successes;
    Best Practices Program
    describes promising programs and activities; and the
    Florida’s Best Program
    recognizes the business partnerships in Workforce Education.
     
    “All American Success Stories”
    The “All American Success Stories” application is now available on the Office of Workforce Education web site.
    There is no limit on the number of applications that an agency can submit. The application deadline for the “All American
    Success Stories” is December 2, 2003.
     

     
     
    Student Successes on the DOE Main Web Site
    Jim Horne, Commissioner of Education, has requested that department staff highlight a student success story each day in
    the K-20 system on the DOE web site. Workforce Education is currently ahead of the game in featuring “All American
    Success Stories” because we have a collection of stories from 2002-2003. Many of those stories will continue to be seen
    on the Department of Education major web site. So, watch for our success stories in Workforce Education on the
    department web site.
     
    Best Practices in Workforce Education
    The Office of Best Practices and Marketing has received over 60 applications for best practices in programs. These
    applications will be reviewed based on selected criteria and placed on the Workforce Education web site. The best
    practices programs may be submitted anytime throughout the year. The application may be found on the Workforce
    Education web site. Please encourage your teachers and administrators to submit an application.

    “All American Success Stories” - GED/ESOL
     
    Robin Couch

    Robin Couch earned her high school diploma through GED classes at the Alachua County Adult Education Center in 1979
    and joined the Army in 1981. From 1981-1990, she held a range of positions in the Army, including running a classified
    telecommunications center in Berlin.
     
    Upon leaving the military, Robin decided to pursue a career in health care. She had previous experience in this field
    working as a nursing assistant following high school. Robin decided to enroll in Lake Technical Center’s Practical Nursing
    program. At age 32, she graduated and was ready to launch a successful nursing career.
     
    Robin launched her career while simultaneously working nights and attending the Registered Nursing Program at Lake-
    Sumter Community College. She received her Associate of Science degree as a Registered Nurse in 1995 and her
    Associate of Arts degree in 1997. In 1999, she earned her Bachelor of Science degree in Nursing from the University of
    Central Florida. She joined the Lake County Health Department’s Clinic in 1997 and was rapidly promoted to her current
    position as Senior Community Health Nursing Director. Robin holds a Community Health Nurse Certificate through the
    American Nurse’s Credentialing Center (ANCC).

    Mr. Van Dao was an officer in the South Vietnamese Army during the Vietnam War. As a government official, he was put
    in prison by the North Vietnamese Communists and spent the next five years in a North Vietnamese “re-education” camp.
    While imprisoned he taught himself English from the Bible and other books he had to hide from the guards. When
    released in April of 1996, he and his family came to this country under a charity program sponsored by the U.S.
    government. Mr. Dao entered the English for Speakers of Other Languages (ESOL) program at Clearwater Adult
    Education Center, Arcturas Annex (CAEC) in late 1996. As his English improved, he began taking Adult Basic Education
    classes while continuing ESOL. He studied hard and advanced to a
    GED student
    . He earned his Florida High School
    Diploma after passing the
    GED examination in 1997.
     
     
    Mr. Dao didn’t stop there. He enrolled at Pinellas Technical Education Center (PTEC), Clearwater Campus, and received
    his air conditioning technology certification in February 1999. He has worked in the air conditioning field since then. Last
    year he advanced to a better position in refrigeration and air conditioning. He states that everything he learned at CAEC
    and PTEC enabled him to advance to a better job. Once he was established, he was able to afford to buy his first home.
    He and his wife, Y Hong, and their four children were featured in the St. Petersburg Times because of his
    accomplishments in becoming a self-supporting, productive member of our community. Of his four children, a daughter
    and sons are in St. Petersburg College. Once his children have completed college, Mr. Dao plans to fulfill another dream,
    to attend college himself.
     
    Career and Technical Education
     
    Florida News About Tech Prep!
    Three of Florida’s community colleges are the recipients of new five-year grants awards under the Tech Prep
    Demonstration Program (TPDP). The $600,000-$700,000 awards to Daytona Beach Community College, Indian River
    Community College, and Seminole Community College uphold the tenets of the
    No Child Left Behind Act
    (NCLB). The
    tenets of the Act include: increasing options for students, improved student achievement, enrollment in and completion of
    postsecondary education, and greater program accountability. These grants will specifically address school dropout
    prevention and reentry, needs of special populations, and will also provide education and training in career areas or skills
    where there are significant shortages.
      
    Florida has received five of the twenty-three national TPDP awards since 2001.
      
    Three recent recipients join previously
    awarded Florida Community College at Jacksonville and Polk Community College as these two colleges implement an
    evaluation process that determines how high school students perform when they are located on a community college

    Entrepreneurship Florida! Provides Leadership Training for Students
    Entrepreneurship Florida!
    will be hosting its fourth annual Disney Youth Leadership Field Trip on November 5-6, 2003, in
    Orlando, Florida. Approximately 80 students from across the state along with chaperones and representatives from the
    National Foundation for Teaching Entrepreneurship (NFTE) will convene for leadership training that includes participation
    in a Disney Youth Education Series workshop. These students are part of an entrepreneurial education program that
    involves high school students that attend schools in designated Front Porch Communities. For more information, contact

    Florida Chamber Foundation Releases New Cornerstone Report Online
    Extensive Study will Serve as the Blueprint for Florida’s Future
    The Florida Chamber Foundation released the final six chapters of New Cornerstone, a comprehensive economic
    development plan for the State of Florida. The report defines new strategies to guide Florida in an increasingly

    “This is perhaps the most important and comprehensive plan to lead the State of Florida over the next decade,” said Fred
    Leonhardt, chair-elect of the Florida Chamber of Commerce Board of Directors. “It will serve as a guide for the state’s
