    MEMORANDUM

    TO:

    District School Superintendents

    FROM:
    Jim Horne, Commissioner

    SUBJECT:
    SCHOOL RECOGNITION AWARDS

This is to extend my warmest congratulations to the schools receiving awards in the 2003 Florida
School Recognition Program. This program recognizes schools that have received an "A" or
improved at least one letter grade from the previous school year. I commend the schools on the
attached list for their extraordinary efforts in setting high standards, providing rigorous content,
and supporting students in their endeavor to achieve academic success.

School recognition awards are based on $100 per student for each school’s 2002-2003
unweighted FTE. Each district’s total award will be electronically transferred on
    September 4,
    2003
, for placement in each school’s account at the district level. Section 1008.36, F.S., requires
school recognition funds to be used for nonrecurring bonuses for school faculty and staff,
nonrecurring expenditures for educational equipment or materials, for temporary personnel to
assist schools in maintaining or improving student performance, or any combination of these.
School districts with recognized schools will report on the use of these funds. The Department
of Education will send reporting instructions in the near future.

Schools may access funds as soon as the school’s staff and school advisory council jointly decide
how to use their award. Schools may develop their own process for reaching a decision, as long
as the school’s staff and school advisory council both agree and approve the use of funds. If the
decision is not made by November 1, 2003, the funds are to be evenly distributed to current
    class
room teachers in the award school.
