Award of Bid for School Buses (DOE Bid Number 2003-15)
Attached please find Pricing and Ordering Information for School Buses as established
in bids received by the Department of Education on June 17, 2003. The award of bid
(DOE #2003-15) was made in accordance with applicable state purchasing laws and
rules. Bids were received and awarded on Type A, C, and D complete school buses,
Type C school bus bodies, and Type C chassis.
Buses ordered under
Plan A
are required to be produced and completed by March 19,
2004.
Purchase orders for these buses must be received by the Department no
later than September 19, 2003,
due to manufacturing requirements and lead-time.
Buses ordered under
Plan B
are required to be produced and completed by October
29, 2004. Purchase orders for these buses must be received by the Department no
later than March 19, 2004.
The contract requirements for the above delivery dates are insured by performance
bonds that were required from the manufacturers. Per-day liquidated damages
provisions for late delivery are specified in the contract.

All of the above timelines for ordering and delivery and other applicable ordering
information (base prices, options, etc.) are included in the School Bus Pricing and
Ordering Guide - 2003. The timelines and ordering instructions are on pages 1-13.
The bid includes a provision for awards to multiple suppliers within each bus
configuration. All approved suppliers that were within ten percent of the low bid for each
configuration received an award. This system provides flexibility to each school district
in determining the type and manufacturer of the equipment that best fits their needs.
If you order a Type C school bus with a Blue Bird body and an International chassis,
you will need to provide two separate purchase orders. Blue Bird also offers the Blue
Bird “Vision,” a complete Type C school bus on a Blue Bird chassis which will require
only one purchase order. All Type C school buses provided by Integrated Coach (IC)
and Thomas Built Buses, Inc., as well as all Type A and Type D school buses from all
manufacturers, are considered complete school buses and require just one purchase
order. Pages 2-5 of the Pricing and Ordering guide explain how to complete the
purchase orders.
Please note that there are four different configurations of most sizes of Type C school
buses. These have been divided into two Type C subsections in the Pricing and
Ordering Guide. The first subsection displays
parent bore
(PB) diesel engine
configurations (Thomas and Blue Bird Vision), while the second subsection displays
wet
sleeve
(WS) diesel engine configurations (International/Blue Bird and IC).
Pages 9-13 provide examples for completing purchase orders for some of the more
frequently ordered bus types and sizes. Please note that Thomas Built Buses must now
be ordered from the appropriate designated dealer. See page 8 for district listings and
a graphic to find which Thomas dealer has been designated for your district.

Thomas Built Buses will notify each Florida school district as well as eligible local and
state agencies individually about which dealer is responsible for providing services
associated with this contract.
All purchase orders issued by Florida school districts and any other eligible local or state
agency will be required to be made out to the identified dealer for their area. The entity
will then submit their purchase order(s) for processing as specified in Section 3 above.

BUS SEATING CAPACITIES

All capacities listed in the order guide are based on the maximum capacity of that shell
size using 13 inches of rump width per seating position, per National School
Transportation Specifications and Procedures, 2000 Revised Edition, and Florida School
Bus Specifications. Purchasers should call manufacturers to determine actual capacities
for the specific configuration they are ordering. Please also see Appendix “A” for a
general guide for wheelchair equipped buses.
