Progress Monitoring and Reporting Network
The Department of Education commissioned the Florida Center for Reading Research (FCRR) to develop
a web-based data management system for entering and interpreting student assessment data as required by
Florida’s
Reading First
grant. All schools receiving a
Reading First
grant must use this data management
system, the Progress Monitoring and Reporting Network (PMRN). Staff from FCRR has already
communicated with MIS staff from each of the
Reading First
districts to discuss procedures for
implementing the PMRN in
Reading First
schools. This system operates from a secure website at FCRR
and is designed to provide comprehensive data reports to parents and educators on the progress
monitoring and outcome measures required by
Reading First
.
Although specifically designed for
Reading First
schools, the PMRN also will be made available to other
districts and schools that have received training from the FCRR in the
Reading First
progress monitoring
measures, the Dynamic Indicators of Basic Early Literacy Skills (DIBELS).
This memorandum is intended to inform you of the availability of this system to specific non-
Reading
First
schools in your district. Non-
Reading First
schools eligible for using the PMRN are, first, those that
developed school-based DIBELS assessment teams this past year through training provided by FCRR in
support of the Assistance Plus initiative and the Department’s Reading Coaches grants. Second, schools
that have scheduled training for school-based teams through the FCRR model and that will have
completed this training prior to the first 20 school days are also invited to participate in the PMRN
system. Finally, for this school year all participating schools must agree to include all K – 3 students in
the DIBELS assessment program.

In order to set up non-
Reading First
schools to use the PMRN system it is important that designated staff
from your office contact Mr. Karl Hook, Director of Technical Projects for the FCRR, at 850-644-5966 or
by email at khook@fcrr.org on or before July 15, 2003. Mr. Hook will, in turn, contact your MIS office
staff to review procedures for uploading student information into the PMRN system.
Should you have any questions regarding schools that may be eligible for participation or training
requirements to participate, please contact Dr. Pat Howard, Director of Assessment Programs for the
